ASR is seeking an experienced Construction Project Specialist Engineer (PSE) with Top-Secret clearance for a prestigious position. The PSE will oversee and manage design, design-build, and construction projects supporting the White House, President’s Park, and USSS facilities. Responsibilities include design and constructability reviews, contract administration, stakeholder coordination, technical document review, and preparation of project/contract documents and directives.
This is a full-time, on-site position in Washington, D.C.
The PSE will serve as a design and construction engineer to assist the government with oversight and management of ongoing and planned projects under the White House, President’s Park, and support facilities programs. Work includes reviews, contract administration, construction management, stakeholder coordination, technical reviews, and document preparation.
Qualifications:
- TOP Secret security clearance or ability/eligibility to obtain.
- Minimum 4+ years Bachelor’s degree in Engineering, Construction Management, or related field from an ABET-accredited college.
- Master's or Doctorate degree in Engineering, Construction Management, or related fields from an ABET-accredited college is desirable.
- Current registration as a Professional Engineer (P.E.) in one of the 50 U.S. states is desirable.
- Minimum of 8 years (6 years with Master's, 4 years with Doctorate) of construction management/engineering experience across multiple facility types, with Federal projects preferred.
- Experience as a CM, CMR, Owner’s Representative, Construction Superintendent, or similar on at least 3 projects in the past 5 years, each valued at $1M or more, involving active management of trades and coordination with the Government/Owner.
- Construction field experience in secure facilities with limited site access, involving proximity to natural/cultural resources.
- Experience in stakeholder communication, representing interests, and negotiation in construction environments.
- Experience reviewing designs, shop drawings, vendor specs, and plans for constructability and standards adherence.
- Knowledge of safety regulations; OSHA 30-hour construction safety training is required.
- Extensive experience managing complex projects with multi-year schedules and high visibility.
- Proficiency in design/construction practices, building codes, cost estimation, negotiation, and technical writing.
- Strong communication skills, problem-solving, and conflict resolution abilities.
- Proficiency in project management software (e.g., MS Project), Word, and Excel.
Responsibilities:
The PSE will assist the Government’s Project Manager throughout the project lifecycle, overseeing, managing, and inspecting design and construction contractors, ensuring progress, quality, budget, and compliance with contract documents.
- Project Management & Administration: Support cradle-to-grave project management, oversee contractors, monitor progress, quality, and costs.
- Coordination & Problem Resolution: Collaborate with stakeholders, resolve issues, draft notifications and directives.
- Issue Investigation & Analysis: Analyze schedule, budget, or cost issues, provide recommendations.
- Contract Administration & Documentation: Prepare scopes, estimates, review proposals, negotiate, and review schedules and payments.
- Technical Review: Review designs, shop drawings, and contractor submissions, coordinate feedback.
- Submittals & RFIs: Track and respond to submittals and RFIs, ensuring timely resolution.
- Dispute & Claims Management: Assist in resolving disputes, review claims for costs or delays.
- Completion & Performance Monitoring: Prepare completion reports, monitor contract performance, and implement corrective actions.
- Construction Review & Field Inspections: Review designs for constructability and security, conduct site inspections, occasionally travel.
