IMPORTANT NOTE: Only those currently serving permanently in the Construction Project Manager title will be considered.

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. The Bureau of Environmental Compliance’s (BEC) mission is the enforcement of environmental laws and regulations which affect the health and safety of the public and environment. Specifically, the bureau enforces the City’s asbestos regulations as well as the Air and Noise Codes. The Bureau is comprised of the Division of Air & Noise Policy & Enforcement, Air Permitting & Enforcement, and Asbestos Control Program (ACP).

The Department is seeking a Construction Project Manager III to perform the supervisory function of the ACP Technical Review Unit (TRU). The supervisor will perform reviews and oversees tasks performed by administrative and Technical Reviewers and conduct related inspections as necessary. These reviews will help address the significant increase in Affordable Housing and Accessory Dwelling Unit applications that are expected and further compliance with Mayoral Executive Order No. 5, SPEED initiative (Executive Order 05 - NYC Mayor's Office) which directs agencies to streamline processes that accelerate housing production. Mayor Mamdani set a goal of constructing 200,000 new affordable units in the next decade.

Under the general direction of the Deputy Director of the Asbestos Control Program (ACP)/Director of Technical Review Unit, with a wide latitude for independent judgment, the selected candidate will be responsible to manage all technical and administrative aspects of the Technical Review Unit. Duties will include: the management of the technical review and approval process for all asbestos project applications submitted by the regulated community, to ensure regulatory compliance; provide technical and regulatory guidance and training to the technical and administrative reviewers. The selected candidate will perform a detailed review utilizing a web-based system and various databases. Also, the selected candidate will conduct pre-abatement and active asbestos abatement inspections related to variance proposal applications prior to variance approval to ensure compliance with NYS and NYC Asbestos Regulations, and to identify FDNY and Buildings (DOB) life safety issues. Additionally, the candidate will represent the Technical Review Unit at intra / inter-agency regulatory meetings.

The selected candidate will prepare detailed inspection reports of field activities; obtain worksite dimensions, diagrams and photographs; collect and document asbestos samples. The candidate will interpret laboratory reports, review air sampling reports, and may issue Notices of Violation, prepare case files and evidence; provide testimony at Environmental Control Board Hearings and trials. The selected candidate will be also serving as an emergency responder during asbestos emergency incidents in the city to assist in the remediation tasks. These include conducting inspections to determine the extent of contamination, establishing and creating hot zones, collecting bulk samples for laboratory analysis, providing guidance to asbestos abatement contractors and air monitoring firms, conducting inter-agency inspections, and other assignments as directed by the On-Site Incident Commander during the ACP’s response effort. In addition, it may be necessary to do on and off respiration protection during field inspections.

Minimum Qualifications

• A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
• One year of the experience as described in "1" above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or
• One year of the experience as described in "1" above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
• A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in "1" above and the education as described in "2" above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in "2" above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.

Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.

Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

• For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.
• For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.

Preferred Skills

• At least one (1) year of full-time construction project manager experience engaged in the performance of work in design, inspection and materials testing, produce designs using Computer-Aided Design (CAD) software and other software in accordance with agency requirements check shop drawings participate in field surveys participate in inspection operations by observing, checking and certifying the installation of materials and equipment, review or examine plans for the construction, demolition or alteration of structures to comply with the provisions of law, rule or regulation. * Construction Plans review, asbestos abatement and/ or hazardous materials remediation. * Knowledge of building assessment for asbestos, remediation design and asbestos project monitoring regulations in NYC. * A NYS Professional Engineers/ Registered Architect license. * Strong oral and written communication skills and the ability to convey technical information to the public in a professional and understandable manner. * Knowledge of NYCDEP, NYCDOB, NYCDOS, NYSDOL and Federal asbestos / environmental regulations. * Ability to climb stairs and ladders and engage in extensive walking at facilities being inspected including those under construction and renovation while following all mandated safety procedures. * Thorough working knowledge of Microsoft Office Suite and Outlook.
