Job summary

Simpson & Simpson Management Consulting in Los Angeles seeks an experienced Owner’s Representative / Construction Project Manager to support major public-sector capital improvement projects in the LA area.

You will oversee projects across the full construction lifecycle, including pre-construction, bid and award, construction, and closeout, coordinating with architects, engineers, contractors, and public agencies.

Qualifications

• Bachelor’s degree in Architecture, Engineering, or Construction Management.
• Minimum 10 years full-time experience in construction/project management.
• At least 3 years coordinating complex projects over $10 million.
• CCM credential or CA licensure preferred but not required.

Responsibilities

• Manage projects from pre-construction through closeout.
• Review design documents and provide constructive comments.
• Monitor budgets, schedules, progress, and prepare status reports.
• Coordinate with agencies, teams, architects, engineers, and contractors.
• Oversee daily activities, schedules, RFCs, submittals, and documentation.
• Review substitution requests for specification compliance.
• Negotiate change-orders and monitor cost/schedule impacts; monitor payments.
• Administer professional service agreements with architects/consultants.
• Coordinate FF&E delivery and project closeout including DS&A certification when applicable.

Job description

Simpson & Simpson Management Consulting is seeking an experienced Owner’s Representative / Construction Project Manager to support major public-sector capital improvement projects in the Los Angeles area.

The successful candidate will oversee projects throughout the full construction lifecycle, including pre-construction, bid and award, construction, and closeout. This position requires strong experience managing contractors, budgets, schedules, change orders, construction documentation, and coordination among architects, engineers, contractors, public agencies, and project stakeholders.

Key Responsibilities

• Manage and coordinate assigned projects from pre-construction through construction and final closeout.
• Review pre-construction and design documents and provide comments and recommendations to the design team.
• Monitor project budgets, schedules, progress, and overall performance and prepare status reports for management.
• Coordinate with public agencies, project teams, architects, engineers, contractors, and other stakeholders.
• Oversee contractors’ daily activities and review construction schedules, submittals, Requests for Clarification (RFCs), and related project documentation.
• Review contractor substitution requests for compliance with project specifications and requirements.
• Review and negotiate contractor change-order proposals and evaluate associated cost and schedule impacts.Monitor payments to contractors, architects, engineers, and other project participants.
• Administer professional service agreements with architects and consultants.
• Coordinate delivery of project-related furniture, fixtures, and equipment (FF&E).
• Manage project closeout, including financial closeout and Division of the State Architect (DSA) certification when applicable.

Minimum Qualifications

Candidates must meet one of the following qualification paths:

Option 1

• Bachelor’s degree from a recognized college or university in Architecture, Engineering, or Construction Management; and
• Minimum 10 years of full-time professional experience in construction and/or project/construction management involving commercial, public, or educational facility construction; and
• At least 3 years with full responsibility for coordinating complex projects with an individual construction value exceeding $10 million.

A Certified Construction Manager (CCM) credential may substitute for the education requirement.

OR

Option 2

• Minimum 15 years of full-time professional experience in construction and/or project/construction management involving commercial, public, or educational facility construction; and
• At least 8 years with full responsibility for coordinating complex projects with an individual construction value exceeding $10 million.

For candidates qualifying through experience, a degree in Architecture, Engineering, or Construction Management and/or CCM credential is preferred but not required.

Preferred Experience

Experience with Design-Build delivery, BIM, LEED and/or CHPS projects, DSA construction/design processes, and OSHA safety regulations is highly desirable. OSHA 30 is preferred.

Professional registration as a California Architect or Professional Engineer (PE) and/or a Certified Construction Manager (CCM) credential is also preferred.

Ideal Candidate

The ideal candidate has extensive experience serving as an Owner’s Representative, Construction Manager, Project Manager, or Senior Project Manager on large commercial or public facility projects and is comfortable managing multiple stakeholders while maintaining control of cost, schedule, quality, documentation, and project closeout.
