The Project Manager is responsible for managing change order activity, RFIs, pay application reviews, project schedules, and cost controls, while coordinating closely with contractors, designers, and internal project teams. This role requires strong organizational skills and the ability to manage multiple concurrent workstreams —

Qualifications

  • Bachelor's degree in Construction Management or related field is required, with 5+ years of relevant experience.
  • CCM certification or professional licensure (e.g., AIA, PE) preferred but not required.
  • Demonstrated experience with change order management, RFI/submittal tracking, and construction pay application review.

Job description

Peregrine Solutions, Inc. is seeking a Project Manager to serve as an Owner's Representative providing oversight of assigned construction projects and activities. The Project Manager is responsible for managing change order activity, RFIs, pay application reviews, project schedules, and cost controls, while coordinating closely with contractors, designers, and internal project teams. This role requires strong organizational skills and the ability to manage multiple concurrent workstreams — including projects that are still in active design while construction is underway — with accuracy and clear, consistent communication.

Key Responsibilities

Change Order & Cost Management

  • Perform all change management reviews, cost analysis and controls, including tracking of potential change orders (PCOs) from inception through resolution.
  • Review contractor and subcontractor change order proposals for compliance with the construction contract and documents, accuracy, and reasonableness.
  • Prepare Independent Government Estimates (IGEs) of proposed change order activity and associated costs.
  • Prepare contract change documents, including Notice to Proceed, Change Order Final Directive Notifications, and Contract Modification packages.
  • Maintain oversight and enforcement of change order clauses within Construction Manager as Constructor (CMAR) and Architect/Engineer contracts.
  • Maintain and distribute the PCO Log, including a detailed weekly status email (with log attached) to project stakeholders covering PCO status, comments, submittals, and target dates.
  • Review and manage project costs, proactively identifying and communicating budget risks.

Pay Applications, RFIs & Documentation

  • Review, reconcile, and track monthly construction contract pay applications; provide comments and coordinate meetings to discuss discrepancies and concerns.
  • Recommend final approval and payment on pay applications.
  • Coordinate the dispersal, upload, and initial review of pay applications upon receipt, ensuring accuracy prior to further processing.
  • Manage document control and tracking of RFIs and submittals, ensuring timely responses and resolution.

Schedule & Design Coordination

  • Review and manage the construction schedule, including time impact analysis of potential change orders.
  • Review and manage risks to project schedule and budget, communicating impacts to stakeholders.
  • Support projects that are concurrently in active design while under construction, coordinating design reviews and drawing comments alongside ongoing project management duties.
  • Review construction and design drawings prepared by others for coordination and consistency with project requirements.
Qualifications
  • Bachelor's degree in Construction Management, Project Management, or a related field is required, with 5+ years of relevant experience; equivalent additional related experience may be considered in lieu of a degree.
  • CCM certification or professional licensure (e.g., AIA, PE) preferred but not required.
  • Demonstrated experience with change order management, RFI/submittal tracking, and construction pay application review.
  • Working knowledge of construction contract types, including Construction Manager as Constructor (CMAR).
  • Proficiency in Microsoft Office Suite and Microsoft Project; familiarity with Revit, AutoCAD, MicroStation, or similar design/documentation software is a plus.
  • Strong written and verbal communication skills, with the ability to produce clear, detailed status reporting for a range of stakeholders.
  • Ability to manage multiple concurrent priorities in a fast-paced environment, including projects that are still in active design.
  • Must have US person status with the ability to obtain/maintain federal government site and systems access.

Additional Information

This position requires successful completion of a background investigation to obtain and maintain HSPD-12 (PIV) credentialing prior to and throughout employment on federal project sites. The pay range for this role is:
