Position Summary:

ISI is seeking a detail-oriented and growth-minded Construction Project Manager (PM3) with expertise in the construction industry to provide program and portfolio management services in support of a DoD client’s design and construction program. This role is ideal for candidates with a strong construction management foundation who also bring proven experience in administrative and program-level reporting functions. The PM3 will provide both technical oversight across active capital projects and high-level support for strategic planning, risk documentation, schedule performance tracking, and Government reporting responsibilities. The ideal candidate brings strong analytical skills, a detail-oriented mindset, and leadership engagement experience. You’ll work closely with government and contractor teams to help track schedules, costs, and project performance, and to develop documentation and tools that support executive decisions. The ability to lead and work as part of a team is critical. ISI is seeking an individual who will be a clear communicator, take initiative, and embrace project ownership.

Essential Job Functions
  1. Portfolio-Level Construction Oversight. Coordinate with division directors and project managers to consolidate project portfolio information such as scope, cost, schedule, contractor performance, and alignment with mission objectives.
  2. Interpersonal skills are a high priority for this position. The candidate must be able to:
    • Demonstrate exceptional professionalism, discretion, maturity, and situational awareness when interacting with Government leaders, stakeholders, and project teams, including the judgment to determine when recommendations should be offered, deferred, or withheld.
    • Thrive in fast-paced environments with shifting day-to-day priorities while maintaining awareness of broader program objectives, preserving continuity across workstreams, and remaining adaptable, resilient, and focused without taking change of direction personally.
    • Possess refined listening, communication, and judgment skills, with the ability to process complex conversations, recognize both stated and implied concerns, accurately capture verbal guidance, distinguish actionable decisions from informal discussion, and retain key stakeholder priorities for future reference and follow-through.
    • Bring a solid understanding of design and construction management and business operations, enabling effective coordination among technical and non-technical stakeholders.
    • Maintain focus, organization, and attention to detail while managing multiple priorities, interruptions, and competing demands.
  3. Develop and deliver executive-level reporting packages. Translate nuanced project and program requirements into concise PowerPoint presentations, technical memoranda, executive summaries, and leadership briefings that clearly communicate project status, schedule health, emerging concerns, and key decision points.
  4. Support Facilities & Engineering leadership by tracking construction program budgets, expenditures, forecasts, and funding utilization across multiple projects.
  5. Develop and maintain project metrics, dashboards, and reports that monitor cost, schedule, risks, and overall program performance.
  6. Analyze financial and project performance data, identify trends and variances, and provide clear recommendations to support leadership decision-making.
  7. Own dashboard-driven portfolio reporting for senior stakeholders. Use Excel, Power BI, and available project
