Job summary

JP Government Solutions seeks a Construction Manager to oversee on-site construction for turnkey installation of two 21,000-ton chiller plants, from mobilization to commissioning. You will coordinate mechanical, electrical, civil, and piping work, ensuring compliance with schedules, codes, and safety standards.

A bachelor’s degree in a related field and 10–15 years of experience in large facilities are required.

Qualifications

• OSHA 30 certification (preferred).

• Plan, manage, and oversee on-site construction for mechanical, electrical, civil, structural, controls, and piping systems.
• Execute project per turnkey contract documents, drawings, specs, and schedules.
• Support development and maintenance of detailed construction schedule with Project Manager.
• Enforce HSE plans and OSHA compliance.
• Ensure work meets quality standards, manufacturer requirements, and codes (IBC, NEC, ASME, ASHRAE).
• Manage subcontractors and field crews, including coordination and issue resolution.
• Support pre-functional testing, system startup, and commissioning.
• Serve as primary construction contact with Owner representatives, inspectors, and AHJs.

The Construction Manager is responsible for the safe, efficient, and high-quality execution of construction activities for the turnkey installation of two fully operational 21,000-ton chiller plants. This role oversees field construction from mobilization through commissioning support, ensuring all work meets contract requirements, project schedules, applicable codes, safety standards, and performance objectives.

Duties & Responsibilities

• Plan, manage, and oversee all on-site construction activities for mechanical, electrical, civil, structural, controls, and piping systems
• Execute the project in accordance with turnkey contract documents, approved drawings, specifications, and construction schedules
• Support development and maintenance of the detailed construction schedule in coordination with the Project Manager
• Enforce project-specific Health, Safety, and Environmental (HSE) plans and ensure OSHA compliance
• Ensure all construction work meets project quality standards, manufacturer requirements, and applicable codes (IBC, NEC, ASME, ASHRAE)
• Manage subcontractors and field crews, including daily coordination, performance monitoring, and issue resolution
• Support pre-functional testing, system startup, and commissioning activities
• Serve as the primary construction point of contact with Owner's representatives, inspectors, and AHJs

Required Qualifications

• Bachelor's degree in Construction Management, Mechanical Engineering, Civil Engineering, or related field (or equivalent experience)
• Minimum 10–15 years of construction management experience, including large-scale mechanical or industrial facilities
• Demonstrated experience delivering central utility plants, chiller plants, or large HVAC infrastructure projects
• Strong knowledge of large-tonnage chiller systems, cooling towers, pumps, piping, and thermal systems
• Proven experience managing turnkey or EPC projects
• Strong understanding of construction safety standards and regulatory compliance
• OSHA 30 certification (or equivalent) preferred
