Job Description:

Parsons is looking for an amazingly talented Construction Manager to join our team focused on Surface Alignment and Tunnel Construction! In this role, you'll have the privilege of working on the premier infrastructure project in the country, as well as receive all of the benefits of working for Parsons! This program is the most urgent infrastructure initiative in the country—a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency, and, in its later stages, create new capacity between Newark, NJ, and NYC.

Program background

The Gateway Program is the most urgent infrastructure project in the country—an extensive set of rail investments to improve services, resilience, and capacity between Newark, New Jersey, and New York City, the busiest section of the Northeast Corridor (NEC). The first phase, the Hudson Tunnel Project (HTP), involves constructing a new two-track tunnel under the Hudson River connecting to Penn Station New York, along with rehabilitating the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, oversees financing and development of the HTP.

As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) acts as the Delivery Partner (DP), providing advice, leadership, and support to GDC for the development and implementation of HTP. This master service includes task order contracts for a 15-year period covering strategic advisory services, project management, design and construction management, stakeholder coordination, federal compliance, operations support, and related services.

What You'll Be Doing:
  • Direct the overall planning of construction activities to identify critical milestones and priorities.
  • Determine budget estimates and staffing requirements, ensuring subcontractors and major equipment are available when needed to maximize efficiency and productivity.
  • Establish assignments for Construction Superintendents across various work areas, monitor progress, and recommend corrective actions.
  • Conduct performance evaluations and recommend promotions and salary adjustments.
  • Manage manpower, materials, and equipment to optimize efficiency, maintain schedules, and meet budget goals, proactively addressing potential issues.
  • Ensure sound construction practices to attain quality control at maximum efficiency and minimum cost.
  • Prepare periodic reports on construction progress for management and clients, including formal presentations.
  • Implement all company and client policies and procedures, including labor relations policies.
  • Serve as the primary contact with client representatives, subcontractors, and government officials, maintaining strong relationships.
  • Perform other relevant responsibilities as needed.
What Required Skills You'll Bring:
  • 15+ years of experience in rail, transit, tunnels, surface alignment, bridges, viaducts, etc.
  • Bachelor's Degree in a related field, or relevant experience in lieu of degree.
  • Knowledge of fire-protection and life-safety requirements for underground, surface, and elevated transit and passenger rail systems, including stations, train ways, emergency ventilation, and communications systems.
  • Experience with Rail and Transit Mega-Projects.

Salary Range: $128,700.00 - $260,600.00
