Job summary

Black & Veatch in Seattle, WA seeks an experienced Construction Manager to supervise field execution on a brownfield power plant conversion project. You will coordinate contractors, interface across engineering, commissioning, and operations, and ensure safety, quality, and schedule adherence.

Job Summary

The Construction Manager supports the Site Manager in the delivery of Construction Management services for a brownfield coal‑to‑gas power plant conversion project executed through multiple owner‑held construction contracts. Working within an active operating facility, the Construction Manager provides daily field leadership and coordination of contractor activities to support safe, efficient, and predictable project execution.

The Construction Manager serves as a primary interface between contractors, project controls, engineering, commissioning, operations, and the Construction Management team. The role is responsible for monitoring contractor performance, coordinating field activities, identifying and resolving execution issues, and ensuring alignment with project safety, quality, schedule, and operational requirements.

Construction will be performed by a combination of union and non‑union contractors under client‑managed contracts. This position does not include responsibility for direct management of self‑perform craft labor or contractor workforce supervision, but focuses on contractor oversight, coordination, and construction assurance activities on behalf of the Owner. The role aligns with BV construction management responsibilities involving contractor coordination, schedule oversight, quality management, and stakeholder interface activities.

Key Responsibilities

• Support the Site Manager in execution of all on‑site Construction Management activities.
• Coordinate daily construction activities across multiple owner‑held contracts and work fronts.
• Monitor contractor performance related to safety, quality, productivity, staffing, and schedule compliance.
• Lead daily coordination meetings, plan‑of‑the‑day meetings, and contractor interface meetings.
• Coordinate field execution activities between contractors, engineering, commissioning, plant operations, and project stakeholders.
• Identify field constraints, interface issues, access conflicts, and operational impacts, and facilitate timely resolution.
• Support implementation of outage, tie‑in, energization, and brownfield execution plans.
• Review contractor schedules, look‑ahead plans, manpower forecasts, and progress reporting.
• Verify construction progress and assist with validation of contractor payment applications, change orders, and field change requests.
• Monitor construction quality and support inspection, testing, turnover, and system completion activities.
• Maintain awareness of labor relations considerations and assist with coordination among union and non‑union contractors.
• Coordinate engineering support for field issues, requests for information (RFIs), non‑conformance resolution, and design clarifications.
• Assist in development of mitigation and recovery plans when project performance deviates from established objectives.
• Prepare field reports, progress updates, risk summaries, and construction metrics for project leadership.
• Support system walkdowns, mechanical completion, turnover, commissioning, and startup activities. These responsibilities are consistent with construction coordination, contractor oversight, schedule management, field issue resolution, and owner‑support functions described in BV‑style site management roles

Direct Reports: Construction Coordinators, Area Construction Managers, Craft Inspection Personnel, Field Engineers, Turnover Coordinators, or other assigned CM support personnel

Key Interfaces: Owner Project Team, Operations, Engineering, Project Controls, Safety, Commissioning, and Contractor Management teams.

Preferred Qualifications

• Coal‑to‑gas conversion, combined‑cycle generation, gas‑fired power, or major power plant retrofit experience.
• Experience supporting system completion, turnover, commissioning, and startup of generation facilities.
• Familiarity with outage execution, tie‑in planning, and operating plant interfaces.
• Experience working with both union and non‑union contractor organizations.
• Previous experience supporting Owner's Representative, EPCM, or Construction Management project delivery models.

Minimum Qualifications

• Bachelor's degree in Construction Management, Engineering, or related technical discipline, or equivalent construction experience.
• Ten (10+) years of industrial construction experience with at least five years in a construction supervision, superintendent, construction management, or field leadership role.
• Demonstrated experience on power generation, energy, heavy industrial, process plant, or major infrastructure projects.
• Experience working within active operating facilities and brownfield construction environments.
• Experience coordinating multi‑discipline construction activities including civil, structural, mechanical, piping, electrical, instrumentation, and controls work.
• Knowledge of contractor management, field execution planning, construction sequencing, and contract administration.
• Working knowledge of Primavera P6 scheduling and construction progress measurement techniques.
• Strong understanding of industrial safety programs, permit‑to‑work systems, lockout/tagout processes, and quality assurance requirements.
• Excellent communication, leadership, conflict resolution, and stakeholder management skills.
