- Coordinate and monitor overall field construction administration activities and/or construction management services for transportation clients across Pennsylvania
- Run projects typically valued at $10M or greater in construction value
- Support highway and bridge project pursuits
- Develop project scope and fee quotations and assist with technical proposals and contracts
- Coordinate project activities, establish priorities, and assign staff
- Prepare Summary Inspection Reports of daily activities
- Monitor contractor progress against reviewed progress schedules
- Resolve technical field issues and coordinate responses to requests for information
- Oversee project controls, contractor controls, and construction schedules
- Review submittals for conformance to plans and specifications
- Develop contractor submittal-package strategies aligned with schedule requirements
- Implement HNTB’s Sophisticated Delivery Approach and lead project management plan execution
- Supervise and mentor the team toward overall project objectives
- Identify and resolve non-compliant work
- Interpret and enforce contract plans and specifications
- Confirm change-order requests, develop estimates, negotiate costs, and write change orders
- Provide project cost control and discipline quality control
- Assist with business development, client relationships, and pursuit efforts for major projects
- Prepare proposal and presentation materials and lead proposal development and interview presentations
- Potentially recruit, hire, develop, and retain construction staff, including performance, compensation, and succession planning
- Perform other duties as assigned
Requirements
- Bachelor’s degree in Construction Management, Architecture, Engineering, or relevant degree and 10 years relevant experience, or 14 years of relevant experience in lieu of education
- Winning, contracting, and successfully delivering 4for4 (on-time, on-budget, quality, client satisfaction) on Pennsylvania-based highway projects
- Identifying and handling risk and change management with guidance from more experienced staff
- Leading a team on mid-sized and/or moderately complex projects using sub-consultants
- Experience using project management system tools such as ProCore and EBuilder
- Leading implementation of HNTB Sophisticated processes with minimal assistance
- Serving as lead interface with the client on moderately complex projects
- Developing successors to work with the same client on other work
- Preferred: 12–15 years relevant experience in heavy highway construction
- Professional Engineer (PE) or Certified Construction Manager (CCM) preferred
- Experience working with PennDOT and the Pennsylvania Turnpike (PTC) preferred
