Job summary

Horrocks is seeking a Construction Manager II to oversee daily construction activities, ensuring projects are delivered safely, on time, and within budget. You will monitor contractor performance, manage schedules, and coordinate with project managers, engineers, inspectors, and clients to resolve field issues.

The role requires reading plans and specs, strong organizational skills, and the ability to mentor junior staff.

Qualifications

  • Bachelor’s degree in Construction Management, Civil Engineering (P.E. preferred) or equivalent experience.
  • 3–6 years of progressive experience in construction management, preferably in DOT transportation or infrastructure projects.
  • Ability to read and interpret plans, specifications, and contract documents.
  • Strong organizational and time-management skills with attention to detail.
  • Effective communication and interpersonal skills, with the ability to collaborate across teams.
  • Proficiency in construction management software and Microsoft Office Suite.
  • Demonstrated ability to manage multiple priorities in a fast-paced environment and staff on large projects.
  • Commitment to safety, quality, and continuous improvement.

Responsibilities

  • Oversee day-to-day construction activities to ensure projects are delivered safely, on time, and within budget.
  • Monitor contractor performance for compliance with plans, specifications, and applicable standards.
  • Coordinate with project managers, engineers, inspectors, and clients to resolve field issues efficiently.
  • Review and track project schedules, submittals, RFIs, and change orders.
  • Facilitate and lead construction meetings, including progress, coordination, and safety meetings.
  • Ensure adherence to safety policies, procedures, and regulatory requirements.
  • Maintain accurate project documentation, including daily reports, quantity tracking, and progress records.
  • Assist in cost control efforts, including reviewing pay applications and supporting budget tracking.
  • Identify risks and proactively develop solutions to mitigate impacts to schedule and cost.
  • Provide mentorship and guidance to junior staff and field personnel.
  • Support project closeout activities, including punch lists, final inspections, and documentation.

  • Strong knowledge of construction methods, materials, and project delivery processes
  • Experience with DOT or public agency projects is preferred
  • Ability to read and interpret plans, specifications, and contract documents
  • Strong organizational and time management skills with attention to detail
  • Effective communication and interpersonal skills, with the ability to collaborate across teams
  • Proficiency in construction management software and Microsoft Office Suite
  • Demonstrated ability to manage multiple priorities in a fast-paced environment
  • Demonstrated ability to manage staff on large, fast-paced projects
  • Commitment to safety, quality, and continuous improvement
