Job summary

SIRIS LLC is seeking a motivated Construction Manager to support an EHRM modernization project for the Department of Veteran’s Affairs at the Tampa VA Medical Center in Tampa, FL. You will report to the Program Director and collaborate with VA staff to manage construction activities, generate reports, and serve as the client’s representative.

  • Maintain project scheduling, coordinate with general contractor and CM schedules.
  • Lead or participate in weekly project meetings to review progress and payment requirements.
  • Document issues, conflicts, and resolutions; support client in dispute resolution.
  • Oversee testing and inspection activities; ensure QA/QC on site.
  • Prepare marked-up drawings, site inspections, and as-built documentation.

Job description

We are seeking a motivated Construction Manager to join our teamin support of an EHRM modernization project for the Department of Veteran’s Affairs at the Tampa VA Medical Center in Tampa, FL.This role reports to the Program Director and collaborates with VA client staff to support construction activities, generate reports, and serve as a client-side representative.

Responsibilities include:
  • Monitoring Project Financial Data and Budgetary Cost Accounting - Services may include monitoring and review budgetary cost accounting; administration of construction contract change orders; maintaining spread sheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc., assist in the documentation of the administration of construction contract change orders (preparing cost estimates, reviewing cost proposal, preparing change order packages.
  • Construction Phase Scheduling - Services may include preparing and maintaining daily dairies for project activities noting events affecting construction. Maintain a current project schedule, coordinate with general contractor and compare project progress against Contractor (CM) schedule and general contractor’s schedule.
  • Progress Meetings– Conduct or attend weekly or bi-weekly- project meetings to review and monitor projects and project schedules review of construction contractor payment requirements.
  • Assisting in Issue Resolution - Contractor shall keep thorough records of occurrences, contracts, and others construction related matters of the project in order to assist the client in conflict resolution. Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
  • Testing and Inspection Services -The Contractor may be tasked to monitor the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services.
  • Performing Additional Construction Related Services- Services may include but not limited to; Maintaining marked up sets of project plans and specifications for future as-built drawings; performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirement, and notifying the VA and general contractor when work requires correction; compiling, thorough site inspections, lists of defects and omissions related to the work performed and providing these lists to the contractor for correction; monitoring project financial data and budgetary cost accounting; assisting in relocation efforts; administration of construction contract change orders (preparing cost estimates, reviewing cost proposal); Submittal Review; Request for Information Review and Responses; Daily Logs of Activity; coordination of Owner supplied equipment; Operational and Maintenance data; Closeout Submittals.
Required Qualifications:
  • The Construction Manager may possess a degree from an accredited institution of higher learning and/or evidence work experience or knowledge to compensate for absence of higher education. A minimum of three (3) years of construction work experience may be substituted and will be reviewed for acceptability. A detailed dossier shall be presented.
  • The Construction Manager shall possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance; Safety, Time, Cost, Change and Information Management. The Construction Manager shall be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
  • The Construction Manager must have working experience in monitoring the construction for Quality Assurance. The Construction Manager shall have experience in preparing, analyzing and identifying incongruities and deficiencies in the contractors work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place.
  • Work experience and completed projects shall be identified in the credentials of the individual to show competency to undertake a rigorous program in construction in all identified task order scope of work required solicitation.
  • The Construction Manager shall present three projects of the scale and difficulty at which he/she held a similar position.
  • The Construction Manager must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records by applying both knowledge of the construction industry and computer literacy.
