Job summary

E2 Federal Services, LLC in Richland, WA, seeks a Construction Manager to lead EPC and facility upgrades for the Tank Farm Projects. You will apply extensive construction management knowledge from initiation through closeout, ensuring quality and safety standards are met.

The role requires managing contracts, coordinating with ESH&Q, Procurement, Engineering and Operations, and guiding pre-construction activities.

Qualifications

  • Must be a US Citizen.
  • Bachelor's degree in Construction Management or Project Management or Engineering, or related field; or equivalent.
  • Ten (10) years of related experience.
  • Experience in managing construction staff or projects.
  • High-risk construction experience.

Responsibilities

  • Independently manage EPC, capital improvement or facility upgrades from initiation to closeout per quality standards.
  • Plan and execute work requiring judgement in evaluation and modification of standard techniques.
  • Manage contracts with subcontractors across multiple facilities.
  • Interface with ESH&Q, Procurement, Engineering and Operations for contracts.
  • Perform routine field walk downs and manage subcontractor interfaces.
  • Lead pre-construction activities and coordinate resources.
  • Define objectives and prerequisites for Constructability Reviews.
  • Ensure site conditions and risks are defined for planning.
  • Possibly inspect electrical assemblies off-site before shipment.
  • Lead Constructability Review meetings and identify gaps and risks.
  • Support procurement with pre-bid questions and RFP addenda.
  • Resolve contract issues with Procurement prior to award.
  • Notify project managers of unforeseen issues impacting plans or baselines.
  • Participate in technical proposal reviews.
  • Make independent engineering decisions and coordinate with departments.
  • Demonstrate strong interpersonal and communication skills for milestones.
  • Act promptly to achieve objectives and identify issues.
  • Apply advanced techniques and experience to solve problems.
  • Comply with client policies and ISMS Principles.
  • Perform other duties as assigned.

Overview

Construction Manager to support the Tank Farm Projects (TFP) organization. The Construction Manager will apply an extensive and diversified knowledge of Construction Management principles and practices in assignments and related work.

Responsibilities

The specific duties of the Construction Manager will include but are not limited to the following:

  • Independently manage all conventional aspects of small to medium, non-stand-alone Engineering, Procurement and Construction (EPC), capital improvement or facility/infrastructure upgrade projects from initiation through closeout in accordance with quality standards and requirements.
  • Plan and conduct work requiring judgment in the independent evaluation, selection and substantial adaptation or modification of standard techniques, procedures, and criteria.
  • Manage fixed prices, time, and material contracts with a variety of subcontractors in multiple facilities.
  • Interface with other organizations (ESH&Q, Procurement, Engineering, Operations) in the preparation, issuance, and performance of construction contracts.
  • Perform routine field walk downs of constructions sites and interface with subcontractor management.
  • Manage the pre-construction activities and ensure coordination with deployed and matrix resources.
  • Define the construction project objectives, background and expectations required for Constructability Review.
  • Ensure that facility/site conditions effecting or potentially impacting risk the construction work are defined for the construction planning.
  • May be tasked with off-site inspection of in process and/or completed electrical assemblies prior to shipment to site.
  • May lead Constructability Review Meeting for assigned construction project/tasks and define gaps and major risk areas.
  • Support Procurement Specialist with pre-bid questions, answers, and request for proposal (RFP) addendum.
  • Participate in resolving contract issues with Procurement Specialist prior to the awarding of contracts.
  • Notify the Task Project Manager and Manager of Construction if unforeseen issues potentially impact the construction planning or project baseline.
  • Participate in the technical proposal review team.
  • Make decisions independently on engineering problems and methods and represents the department in conferences to resolve important questions and coordinate work.
  • Excellent interpersonal and communication skills needed to facilitate project milestones.
  • Must take prompt action to accomplish assigned objectives and understand/identify issues and opportunities.
  • Demonstrate interpolative thinking, utilizes advanced techniques, modifications, or extensions to practiced theories, and is generally seasoned technically.
  • Comply with client policies and procedures.
  • Ensure ISMS Principles are incorporated into organization's activities.
  • Perform other duties as assigned.
Qualifications
  • Must be a US Citizen
  • Bachelor's degree (BA/BS) in Construction Management or Project Management or Engineering, or related field; or equivalent combination of education and/or experience.
  • Ten (10) years of related experience.
  • (Years of experience required are in addition to years of equivalent experience to satisfy an educational requirement equivalency.)
  • Experience in managing construction staff or projects.
  • High-risk construction experience.

Desired Qualifications/Skills

  • Experience in Department of Energy nuclear facility.
  • Experience with electrical and instrument/control field Installations on a construction project.
  • Knowledge in the development and process of construction contracts.
  • Previous experience with high-risk radiological work.
