Job summary

Copper River Technologies in Philadelphia, PA seeks an experienced Construction Manager to oversee federal building projects, including renovations and facility modernization, for NAVFAC Mid-Atlantic. Qualifications

  • Active Secret Security Clearance required.
  • Bachelor's degree in Engineering (ABET accredited) or Construction Management/Engineering Technology/Architecture (NAAB accredited).
  • Minimum 7 years as Construction Manager/PM/Field Engineer/QC Manager on projects $5M+.
  • Strong NAVFAC construction management knowledge and safety/regulatory compliance.

Responsibilities

  • Provide construction management oversight for federal projects from pre-award to closeout.
  • Review drawings, RFPs, and contract docs for constructability and compliance.
  • Perform site inspections to monitor progress, quality, and safety.
  • Coordinate pre-bid, preconstruction, QC, and final inspections.
  • Review submittals, schedules, quality control plans, and AHAs.
  • Monitor RFIs and coordinate responses with designers and government.
  • Ensure compliance with NAVFAC QC procedures and contract terms.
  • Review schedules, invoices, and contract modifications.
  • Prepare technical reports and IGEs; support contracting decisions.
  • Assist with contract closeout, warranties, and as-built drawings.
  • Mentor junior staff and pursue process improvements.

Copper River Technologies is seeking an experienced Construction Manager to support construction, renovation, and facility modernization projects for NAVFAC Mid-Atlantic in Philadelphia, Pennsylvania. The Construction Manager will serve as the Government's technical representative during construction, providing quality assurance, contract administration support, safety oversight, and project management expertise to ensure projects are completed safely, on schedule, within budget, and in accordance with contract requirements. This position requires extensive knowledge of federal construction practices, NAVFAC quality management procedures, and construction contract administration.

Responsibilities
  • Provide construction management oversight for multiple federal construction projects from pre-award through project closeout.
  • Review construction drawings, specifications, Requests for Proposal (RFPs), and contract documents for constructability and compliance.
  • Conduct routine site inspections to monitor construction progress, workmanship, quality, and contractor compliance.
  • Coordinate and attend pre-bid conferences, preconstruction meetings, quality control meetings, partnering sessions, schedule reviews, and final inspections.
  • Review contractor submittals, schedules, quality control plans, environmental protection plans, accident prevention plans, and Activity Hazard Analyses (AHAs).
  • Monitor contractor Requests for Information (RFIs), recommend technical solutions, and coordinate responses with designers and Government stakeholders.
  • Ensure contractor compliance with NAVFAC quality control requirements and the Three-Phase Quality Control Process.
  • Review contractor schedules, invoices, progress payments, retainage recommendations, and contract modifications.
  • Prepare technical reports, project status updates, independent government estimates (IGEs), and documentation supporting Contracting Officer decisions.
  • Support contract closeout activities, including punch lists, warranties, Operations & Maintenance (O&M) manuals, DD Form 1354 documentation, and as-built drawings.
  • Mentor junior construction personnel and participate in continuous process improvement initiatives.
  • Perform additional duties as assigned.
Essential Job Qualifications and Requirements
  • Clearance: Active Secret Security Clearance required
  • Education and Certifications:
    • Bachelor's degree in Engineering (ABET accredited), Construction Management, Engineering Technology, or Architecture (NAAB accredited)
    • Ability to pass the USACE EM 385-1-1 Safety & Health Examination within 15 days of onboarding
  • Required Experience and Skills:
    • Federal construction contract administration
    • Construction scheduling and budgeting
    • Quality assurance and quality control
    • Engineering principles
    • Construction safety regulations
  • Minimum 7 years of experience as a Construction Manager, Project Manager, Field Engineer, or Quality Control Manager supporting commercial, industrial, military, utility, or waterfront construction projects valued at $5 million or greater
  • Strong knowledge of:
    • Thorough understanding of NAVFAC construction management practices
    • Strong leadership and project coordination skills
    • Ability to interpret complex engineering drawings and contract documents
    • Excellent problem‑solving and decision‑making abilities
    • Strong negotiation and conflict resolution skills
    • Ability to effectively communicate with contractors, designers, contracting officers, and senior Government officials
    • Ability to manage multiple concurrent construction projects
  • Preferred Qualifications:
    • Licensed Professional Engineer (PE) or Registered Architect (RA)
    • Previous experience supporting NAVFAC or USACE military construction programs
    • Experience with NAVFAC Business Management System (BMS)
    • Working knowledge of Federal Acquisition Regulations (FAR) and NAVFAC acquisition processes
