Job summary

PTR Global seeks a Network Construction Manager to lead field execution for OSP/ISP build projects including fiber, conduit, and supporting infrastructure. You will manage scope, schedule, budget, safety, and quality from readiness to turnover.

Job description

The Network Construction Manager leads field execution of OSP/ISP network build projects (fiber, conduit, and supporting infrastructure), managing scope, schedule, budget, safety, and quality from construction readiness through closeout. The role is qualified to perform field inspections of cable/fiber placement, splicing, and construction work—including in-home fiber broadband installations, buried service wire and distribution repairs—and documents field results for reporting and turnover.

KEY RESPONSIBILITIES
  • Lead end-to-end construction delivery for assigned OSP/ISP programs (scope, schedule, cost, quality, and risk).
  • Plan and manage production: sequencing, look-ahead schedules, resource loading, and daily/weekly targets.
  • Coordinate with engineering, permitting/ROW, design, materials, QA/QC, and operations to maintain construction readiness and remove blockers.
  • Manage contractors/subcontractors (work orders, performance, issue resolution) and ensure contract compliance.
  • Drive safety compliance (OSHA/local): site audits, tailgates, corrective actions, and damage prevention/utility coordination.
  • Ensure build quality and acceptance (placement, splicing, testing, as-builts, restoration) and reduce rework.
  • Oversee permits/traffic control adherence and field coordination with municipalities/customers as needed.
  • Track/approve quantities, change orders, invoices, and progress payments; reconcile to budget and forecast completion.
  • Maintain complete documentation (daily reports, photos, redlines, test results) and lead punch-walk/closeout and turnover to operations.
QUALIFICATIONS
  • Required: High school diploma/equivalent (degree preferred); 5+ years telecom/utility construction (fiber/coax/conduit) with 2+ years leading crews/contractors.
  • Required: Qualified to inspect cable/fiber placement, splicing, and construction work, including in-home fiber broadband installations; knowledge of OSP/ISP methods, restoration, and acceptance testing.
  • Required: Ability to interpret engineering work prints, splice diagrams, permits, and right-of-way (ROW) documents; working knowledge of OSP safety/quality procedures (GO95/GO128 as applicable).
  • Required: Contractor oversight, production tracking, and cost controls (unit-based and/or T&M); ability to verify quantities, change orders, and invoices.
  • Required: Strong safety leadership and jobsite hazard mitigation; comfortable performing field audits/inspections.
  • Required: Strong documentation and reporting skills, including updating databases/workgroups on job status and preparing closeout packages.
  • Required: Computer skills (email, Word, and Excel) and familiarity with scheduling/project tools and mobile field reporting.
  • Required: Valid driver’s license and ability to travel to job sites.
  • Preferred: Large-scale fiber deployments (FTTH/FTTx, metro/long-haul, data center interconnect); permitting/municipality coordination; GIS/as-built workflows.
  • Preferred: Splicing/testing expertise (OTDR, power meter/light source); FTTP standards including ONT/Wi-Fi activation; GPON & XGS testing/turn-up; BSW placement; feeder/distribution fault isolation, troubleshooting, and restoration.
  • Preferred: Storm restoration/emergency response; certifications such as OSHA 10/30, PMP/CAPM, FOA CFOT/CFOS, or equivalent.

  • Field leadership: sets clear expectations, coaches crews, and holds vendors accountable to production and quality targets.
  • Construction expertise: underground/aerial utility work, manhole/conduit, damage prevention, and restoration coordination.
  • Quality & compliance: applies OSP safety/quality standards; validates placement, splicing, testing, and as-builts; drives right-first-time delivery.
  • Communication: effective coordination with engineering, permitting/ROW, municipalities, and customers; resolves access and restoration issues.
  • Controls &documentation: status tracking, database updates, closeout accuracy, and disciplined change order/invoice management.
