Job summary

Qualifications

  • Bachelor's degree and/or fifteen years' experience in project management, engineering, construction, project controls or related fields.
  • US citizenship due to federal nature of work.
  • Ability to obtain and maintain a government clearance.
  • DOE experience managing construction projects or portfolios with nuclear quality standards (NQA-1) is highly desired.
  • Proven ability to organize, lead and monitor multiple teams to completion while mitigating risk.

  • Provide strong on-site leadership with safety and security training integration.
  • Review estimates, budgets, forecasts, schedules and costs for acceptability.
  • Coordinate with Project Management, Design Engineering, Procurement and Project Controls.
  • Monitor staffing, material delivery and subcontract administration.
  • Develop and review operations controls and project procedures.
  • Support proposal preparation, project planning and scheduling with construction method expertise.

ABOUT THE ROLE

We are seeking a Construction Manager to join our team supporting the Los Alamos National Laboratory ! This position is full-time and will be based out of Los Alamos, New Mexico.

Responsibilities
  • Responsible for the successful completion of all activities related to the execution of assigned Los Alamos National Laboratory (LANL) construction projects.
  • Contribute to the overall administration and technical direction, coordination, and direct line responsibilities for field construction, including maintaining and ensuring safety and security training, compliance, and make safety and security an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  • Provide a strong on-site and in-the-field presence, to successfully manage the execution of assigned projects.
  • Review project construction estimates, budgets, forecasts, schedules, and costs for acceptability.
  • Review specifications and drawings for economic constructability.
  • Participate in the resolution of problems involving staffing, material delivery, and contract/subcontract administration.
  • Coordinate with Project Management, Design Engineering, Procurement, Project Controls and other functional departments and personnel in establishing and maintaining priorities to ensure the success of the project.
  • Identify issues for the project manager to ensure the success of the project.
  • Provide counseling, guidance, and direction to Site Managers to facilitate the successful execution of the construction project.
  • Participate in the development and/or review of operations controls, such as project procedures.
  • Participate in proposal preparation, project planning, and scheduling by furnishing expertise on construction methods, equipment, labor, productivity guidelines, estimates of distributable expenses and labor rates.
  • Review and approve preliminary estimates and project schedules as assigned.
  • Participate in project engineering, construction review management project review meetings where approval of proposed construction budgets and schedules are required.
  • Monitor distributable expenses in the field.
  • Staff construction project site teams and monitor construction personnel performance, quality, and technical adequacy.
  • Ensure that the appropriate field procedures are in place and being adhered to.
  • Concur with the selection of the appropriate construction controls for the project from the generic project control system.
  • Ensure that appropriate project training programs are identified and implemented.
  • Foster a mutually respectful work environment that is free from discrimination and harassment.
  • Ensure work packages realistically represent the duration and budget necessary to perform work and perform variance analysis reviews, determine cause and effect of schedule or cost variance, and define achievable corrective action plans. May be expected to present project management performance plans, status updates, trends, or issues to federal sponsors.
Requirements
  • Education & Years of Experience - Bachelor's degree and/or fifteen (15) years' experience in two or more of the following functions: project management, engineering, construction, project controls and procurement work leading to a thorough understanding of the knowledge described above, or any combination of education and experience.
  • Citizenship - To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work.
  • Clearance - To be considered, you must be able to obtain and maintain a government issued clearance, if needed.
  • Must have experience supporting the Department of Energy (DOE) managing construction projects or functional portfolios with experience working under nuclear quality standards (NQA-1, etc.), highly desired.
  • Must have demonstrated knowledge of and successful experience in all aspects of project or program management work, including developing project plans; managing scope, schedule, budget, documenting reports and change control actions.
  • Must have demonstrated ability to successfully organize, lead and monitor a variety of team efforts to completion, often with competing deadlines, while minimizing risk.
  • Must have thorough knowledge of all phases of construction operations, construction quality, subcontract management, construction technologies, and project management.
  • Must have understanding of government compliance standards, environmental laws and requirements.
  • Must have experience coordinating with the Project Management, Design Engineering, Procurement, Project Controls and other functional departments and personnel in establishing and maintaining priorities to ensure successful project execution in compliance with approved procedures.
  • Must have demonstrated experience acquiring resources and coordinating efforts of team members in order to deliver projects according to plan.
