Qualifications

  • High school diploma or GED required.
  • Associate or Bachelor's degree in Construction Management preferred.
  • Minimum 10 years of experience in heavy utility, oil & gas pipeline inspection/construction.
  • At least 5 years of field leadership in produced water, crude oil, or natural gas pipelines.
  • HDPE and carbon steel pipeline systems experience; pump stations and HDD installations.
  • OSHA 30-hour certification preferred.
  • Knowledge of federal/state pipeline regulations (NM/TX) is a plus.
  • Willingness to travel to remote field locations and manage extended schedules.

Job description

The Construction Manager will assist with overseeing and managing regional onsite construction projects within Select Water Infrastructure group. This individual ensures that projects are completed safely, on time, within budget, and in compliance with regulatory requirements. They are responsible for coordinating and supervising all construction activities, from initial planning to commissioning for projects ranging in sizes from ($500,000 - $15,000,000+). These projects will drive the expansion of multiple business units through the development of infrastructure, including freshwater, treated produced water, and produced water gathering pipelines, as well as facilities such as water treatment plants, pump stations, and saltwater disposal sites.


The essential job functions include, but are not limited to

Inspection Responsibilities (Chief Inspector Function):


  • Oversee daily field inspection activities, including welding, coating, trenching, backfilling, and tie-ins.

  • Ensure compliance with project drawings, specifications, and applicable codes (API, ASTM, ASME, DOT, NACE, NMAC).

  • Supervise inspection staff (Weld, Coating, Environmental, Utility Inspectors) and coordinate reporting.

  • Conduct documentation audits and verify inspection reports, weld logs, x-ray records, and pressure test packages.

  • Monitor and enforce HS&E practices in coordination with Safety Officers.

  • Act as field quality representative ensuring third-party contractor adherence to approved plans and standards.

  • Lead and coordinate construction activities across multiple pipeline segments, pump stations, and interconnects.

  • Manage contractor mobilization, site readiness, schedule execution, and demobilization.

  • Develop and track construction schedules, identify critical path items, and implement mitigation strategies.

  • Participate in constructability reviews and pre-construction meetings.

  • Review and approve contractor work plans, traffic control plans, and environmental mitigation measures.

  • Support procurement by verifying material deliveries, coordinating equipment use, and resolving field constraints.

Requirements

Education :


  • High school diploma or GED required.

  • Associate or Bachelor's degree in Construction Management, Engineering, or related field preferred.


Experience :


  • Minimum 10 years of experience heavy utility, oil & gas pipeline inspection and/or construction.

  • At least 5 years of field leadership in produced water, crude oil, or natural gas pipeline construction.

  • Prior experience with HDPE and carbon steel pipeline systems, pump stations, and HDD installations.


Certifications (Preferred):


  • OSHA 30-hour certification

  • Deep knowledge of federal, state (New Mexico/Texas), and BLM pipeline regulations.

  • Strong leadership and interpersonal skills; able to direct field teams and manage third-party contractors.

  • Proficient in reading construction drawings, P&IDs, isometrics, and alignment sheets.

  • Ability to resolve field issues independently while communicating impacts to project stakeholders.

  • Willingness to travel frequently to remote field locations and manage extended construction schedules.

Physical Demands and Exposures


  • Requires a high degree of concentration.

  • Must be willing to travel to remote locations and spend considerable time at field locations as required.

  • Exposure to extreme weather, heavy equipment, and pipeline construction activities.

  • Rotational schedule or extended field assignments may be required during peak construction phases.

  • Traditional Monday through Friday, 8-5 pm, unless operational tempo and requirements dictate otherwise.

  • Ability to individually lift: Maximum 25 lbs.
