The position reports directly to the Director of Facilities & Logistics and is responsible for planning, organizing, directing, coordinating, and overseeing agency-wide programs for facilities management, construction, renovation, maintenance, preventive maintenance, and energy management.This position serves as the agency Construction and Maintenance Administrator and is responsible for the direct supervision and overall management of all agency maintenance staff, including facility-level maintenance personnel, Maintenance Supervisors at all seven State Veterans Homes, the agency traveling maintenance team, licensed trades specialists, and other assigned construction and maintenance personnel.The position provides agency-wide leadership, establishes maintenance priorities and standards, coordinates resources across facilities, and ensures consistent implementation of maintenance, preventive maintenance, construction, safety, and facilities management programs.# **Major Duties and Responsibilities*** **Provides agency-wide leadership and direct supervision of all Construction and Maintenance personnel**, including Maintenance Supervisors, facility maintenance staff, the traveling maintenance team, licensed trades specialists, and other assigned personnel.* **Provides direction and oversight to Maintenance Supervisors at all seven State Veterans Homes**, ensuring consistent maintenance practices, work-order management, preventive maintenance, inspections, safety, and compliance.* **Directs and coordinates the agency traveling maintenance team**, including establishing priorities, assigning work, coordinating deployment between facilities, monitoring progress, and ensuring timely completion of assigned maintenance, repair, and construction projects.* Conducts inspections of buildings, grounds, infrastructure, equipment, and other facilities; identifies maintenance, repair, construction, renovation, and replacement needs; and develops recommendations for corrective action.* Determines requirements for maintenance, construction, renovation, and repair projects; prepares or reviews estimates of labor, materials, equipment, and other project costs.* Inspects work in progress and upon completion to ensure quality, compliance with applicable codes, specifications, contracts, plans, and agency standards.* Develops, implements, and monitors agency-wide preventive maintenance programs to promote reliable operation of facilities, equipment, and building systems and reduce emergency repairs and operational disruptions.* Establishes and prioritizes agency-wide maintenance and construction needs and coordinates available personnel, equipment, materials, and funding to address critical and time-sensitive issues.* Coordinates maintenance resources across facilities and determines when work should be completed by facility staff, the traveling maintenance team, vendors, contractors, or other resources.* Supervises the ordering, distribution, utilization, and inventory of maintenance materials, supplies, tools, equipment, and other resources.* Develops, coordinates, and directs required training programs for Construction and Maintenance personnel and ensures staff receive appropriate technical training, continuing education, safety training, and professional development.* Supervises staff, mentors and coaches employees, establishes work schedules, assigns duties, approves leave, evaluates performance, addresses performance issues, and takes or recommends disciplinary action in accordance with agency policies and applicable requirements.* Provides direction, guidance, and technical support to lower-level supervisors and maintenance personnel.* Establishes and maintains agency-wide maintenance, safety, preventive maintenance, construction, and facilities management standards, policies, procedures, and practices.* Develops departmental budget requests and monitors expenditures throughout the fiscal year to ensure responsible use of agency resources and compliance with approved budgets.* Coordinates with vendors, contractors, architects, engineers, consultants, OMES, other state agencies, utility providers, and local entities regarding construction, maintenance, repair, energy management, and facilities-related activities.* Reviews contracts, proposals, scopes of work, estimates, project schedules, inspection reports, service reports, and other technical documentation related to construction and maintenance activities.* Monitors major maintenance and construction projects to ensure work is progressing according to approved scope, schedule, budget, and quality expectations.* Responds to significant or complex facility maintenance issues and coordinates agency resources and technical assistance when issues exceed the capability or capacity of individual facilities.* Supports emergency response and recovery efforts involving building systems, utilities, HVAC, electrical, plumbing, structural, and other critical facility infrastructure.* Establishes procedures for documenting maintenance activities, project status, inspections, repairs, preventive maintenance, expenditures, and other program activities.* Reviews and analyzes reports, inspections, work orders, maintenance data, project information, expenditures, and operational trends to identify recurring issues and support short- and long-range planning.* Develops recommendations for facility improvements, equipment replacement, capital projects, and long-term maintenance needs.* Supports energy management initiatives and evaluates opportunities to improve energy efficiency, equipment performance, reliability, and operating costs.* Ensures maintenance and construction activities are conducted in accordance with applicable federal, state, local, safety, environmental, building, and agency requirements.* Participates in the development and implementation of agency policies and procedures affecting facilities, maintenance, construction, safety, and operations.* Provides regular status updates and recommendations to the Director of Facilities & Logistics regarding agency maintenance operations, major repairs, projects, staffing, budget, risks, and facility conditions.* Participates in executive and senior-level management meetings involving the development, formulation, implementation, and evaluation of agency programs, policies, projects, and facilities initiatives.* Represents the Facilities & Logistics Department and the Oklahoma Department of Veterans Affairs in meetings, inspections, project discussions, and other activities involving construction, maintenance, facilities management, and related programs.* Performs other related duties and special assignments as directed by the Director of Facilities & Logistics.# **Level Descriptor**Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.At this level employees are responsible for the supervision and direction of lower-level managers or supervisors and of a general maintenance and construction program which is large in size and scope.# **Knowledge, Skills, Abilities and Competencies**Knowledge, Skills, and Abilities required at this level include knowledge of the applicable construction or maintenance trade to which the position is assigned; of the principles of management and effective supervision; and of personnel and fiscal management.Ability is required to plan, coordinate and evaluate the activities of the supervisors and managers; to set priorities; to prepare budgets and ensure compliance with budgets; to establish and maintain effective working relationships; to interpret, analyze and resolve complex building and maintenance issues and concerns. Candidates must possess sufficient proficiency in the English language to perform the essential functions of the position.# **Education and Experience**Education and Experience requirements at this level consist of six years of experience in skilled building trade or maintenance work involving the construction, maintenance, alteration and/or repair of buildings, grounds and utilities, including four years of supervising employees, inmates, or contractors in one of the fields listed above; or an equivalent combination of education and experience, substituting one year of college or technical school training in the building or construction trades for each year of the required non-supervisory experience.# **Special Requirements**Applicants must be willing and able to perform all job-related travel normally associated with the position.Some positions may require possession of a valid Oklahoma driver’s license.In accordance with Title 44 O.S.
