Overview

Basic Purpose: Positions in this job family are assigned responsibilities for planning, coordinating, and directing overall activities related to the construction, renovation, maintenance and repair of state-owned or state leased buildings, facilities, grounds, and equipment. In this role, they will manage and supervise construction/maintenance technicians and licensed trades specialists and/or others or may oversee contracted crews, workers, and other individuals hired that perform work on both new construction/renovation and the upkeep of existing state properties. In addition to the assigned administrator responsibilities, incumbents may perform work related to the required construction/renovation and/or upkeep of the assigned area.

Responsibilities
  • Conduct inspections of buildings, premises, and equipment; determine requirements for maintenance, construction, or renovation projects; make estimates of costs for labor and materials; inspect work in progress and upon completion for code compliance.
  • Manage supervisory or contracted staff; develop and implement budget; develop and implement policy and procedures; ensure compliance with laws, rules, and regulations; prepare routine and special reports.
  • Evaluate bids on projects; prepare specifications for standard and specialized equipment, supplies and vehicles.
  • Prepare cost estimates on future capital improvement projects; review plans and construction documents.
  • Plan, supervise, and direct the movement and operation throughout the state of heavy construction equipment.
  • Schedule work crews; report or confirm time and attendance of crews. In some cases, may perform work as needed and required.
  • Complete reports of equipment operations, of installation and maintenance work performed and of materials, supplies and equipment used.
Level Descriptor

At this level employees are responsible for the supervision of staff and a general maintenance program which is large in size and scope and similar construction and maintenance programs involving energy conservation, fire prevention, maintenance and repair, and maintenance and renovation of state properties.

Knowledge, Skills, Abilities And Competencies

Knowledge of applicable construction or maintenance trade; related federal and state laws and regulations; report writing; and supervisory principles and practices. Ability to perform administrative duties; establish and maintain effective working relationships with others; communicate effectively, both orally and in writing.

Education And Experience

Six years of experience in skilled building trade or maintenance work involving the construction, maintenance, alteration and/or repair of buildings, grounds and utilities, including three years of supervising employees, inmates, or contractors in one of the fields listed above; or an equivalent combination of education and experience, substituting one year of college or technical school training in the building or construction trades for each year of the required non-supervisory experience.

Special Requirements

Applicants must be willing and able to perform all job-related travel normally associated with the position. Some positions may require possession of a valid Oklahoma driver’s license. In accordance with Title 44 O.S. Section 21.1, positions in this job family may require membership in the Oklahoma National Guard at the discretion of the Adjutant General.
