Pacific Pros seeks a Construction Logistics Specialist IV (CALM Night Shift Area Resident Manager) to serve as Owner's representative on LAWA construction projects in Los Angeles. This on-site, night-shift role focuses on ASR compliance, barricades, signage, and coordination with operations, safety, and police teams.

The Night Shift ARM will lead nightly huddles, review ASRs, produce Nightly Reports, and ensure proper documentation across CTA, terminals, and AOA areas, reporting to the CALM Area

Responsibilities

• Lead the Nightly Huddle at 2330 hours with Airport Operations support.
• Distribute Roadway/Terminal Bulletins and Daily Roadway Map to attendees.
• Perform site checks across CTA, terminals, and AOA; verify ASR paperwork and barricades.
• Ensure vehicles/equipment have correct ASR or No Cite/No Tow, contact LAWA Police as needed.
• Take photographs of active construction, label with date/time, and report findings.
• Produce a Nightly Report for each project; share with CALM team and stakeholders.
• Post Nightly Reports to CALMSHARE site and save to V Drive; distribute as required.
• Coordinate with TDG, FMUG, OPS, TSA, IMTG to plan safe shutdowns when needed.
• Maintain familiarity with scope/schedule of LAWA CIP and related projects.

Pacific Pros is seeking Construction Logistics Specialist IV (CALM Night Shift Area Resident Manager) for Construction Projects to be a representative for Los Angeles World Airport (LAWA).

Work Location: LAWA has required the candidates be locally available for this position.

Region: Los Angeles, CA

Working Hours: TBD, typical night shift is 10:00pm – 6:30am

Position Description Summary

Serve as Owner's representative.

The Night Shift Area Resident Manager will report to the Principal Construction Inspector and work in conjunction with the Roadway Area Resident Manager Lead. The Night Shift Area Resident Manager (NS-ARM) scope includes projects within the CTA, including all terminals; landside areas, including parking structures; and airside areas, including AOA aprons and gates. The NS-ARM will be responsible for overall Area Shutdown Request (ASR) compliance and the proper execution of approved ASRs at the following locations: CTA roadways, parking structures, CUP, terminals, and AOA apron and gate areas.

The main function of this position is to establish a collaborative working relationship with the following individuals and groups: Airport Operations Night Managers (OPS 66), Airport Police, LAWA PM/Contractor Supervisor, and TDG Safety & Inspections.

The NS-ARM will review all approved ASRs for projects deployed and working within the aforementioned locations. The NS-ARM will ensure that the correct, approved, and current ASRs and associated documents are in the possession of the Project Supervisor and located in every vehicle parked within the construction zone.

The NS-ARM will produce a Nightly Report and report any conflicts discovered during the previous night shift to other CALM team members, LAWA PM staff, and Safety and Inspection personnel.

Essential Job Duties

• Lead the Nightly Huddle, which occurs at 2330 hours, with Airport Operations support.
• Distribute the Roadway Bulletin, Terminal Bulletin, and Daily Roadway Map to attendees of the Nightly Huddle.
• Perform site checks at each location within the CTA, terminals, and AOA where active construction activities are deployed during each shift. Site checks should include the following:
  • Check the number of personnel deployed.
  • Verify that the correct ASR is in the possession of the Project Superintendent and posted on the dashboard of every vehicle.
  • Verify that the correct barricades and signage are in place according to the approved ASR.
  • Verify that all scheduled deliveries are covered by the approved ASR and were coordinated during the Nightly Huddle.
  • Communicate with the Safety and Inspection team regarding compliance with scheduled work.
• If site checks determine that vehicles or equipment are parked curbside without the correct paperwork—an approved ASR—or without a “No Cite/No Tow” authorization for the specific license plate, contact LAWA Airport Police and Airport Operations to have the vehicle or equipment removed from the CTA.
• Take photographs of each deployed project operating within the CTA, terminals, and AOA locations. Photographs should capture items such as vehicle and equipment deployment, active construction, critical traffic and passenger movement, and important barricades and signage. Photographs should be labeled with relevant information, including a description and date/time stamp.
• Produce a Nightly Report with written narrative and photographic components. The report must include the following information for each project deployed during the shift: personnel count, late‑flight information, and any other relevant documents.
• Post Nightly Reports to the CALMSHARE site. The report must also be saved to the V Drive and distributed to a predetermined stakeholder list.
• Be thoroughly familiar with the scope and schedule of all projects—including LAWA CIP, Maintenance, Airline, Concessionaire, and TSA projects—currently active within the CTA, terminals, and AOA locations.
• Act as the responsible party to ensure that all construction within public areas has appropriate barricades and signage in accordance with the approved ASR.
• When deficiencies are identified, work with the contractor to correct them and report the deficiencies to the CALM Sign Shop Manager if additional signage is required.
• Work with The Development Group (TDG) Element representatives, Facilities Maintenance Group (FMUG), Airport Operations (OPS), Transportation Security Administration (TSA), Information Technology Group (IMTG), TDG Safety/Inspections, and LAWA Airport Police Traffic Officers to develop protocols that facilitate orderly shutdowns with minimal disruption to passengers, tenants, and contractors.
• Meet regularly with the CALM Area Resident Manager Lead and make recommendations concerning procedures, protocols, and staffing.
• Develop appropriate tracking and recordkeeping tools.

Hardware and Software Knowledge

• Proficiency in Microsoft Office applications, including Access, Excel, Word, PowerPoint, Teams, and Outlook.
• Proficiency in Adobe software, particularly Acrobat and InDesign.
• Ability to review and edit documents in Bluebeam.

Professional Experience and Other Qualifications

• Bachelor’s degree and 20 years of construction management field experience.
• Minimum of three years of airport experience or five years of experience working in other critical‑environment facilities.
• Ability to assume responsibilities beyond those outlined above.
• Proven accuracy, reliability, priority‑setting skills, and completeness in accomplishing assigned work.
• Demonstrated planning, controlling, organizing, and leadership skills in previous positions.
• Effective oral and written communication skills, including the ability to communicate complex issues to a nontechnical audience.
• Ability to work under pressure on high‑profile and complicated assignments.
• Ability to understand the design and construction intent of projects.
• Proficiency in Microsoft Office applications, including Outlook, Excel, Word, Microsoft Project, and PowerPoint.

Work Environment

Regular interaction with contractors, airport operations, safety and inspection teams, airport police, and project stakeholders is a core responsibility of this position. Frequent nighttime site visits throughout the CTA, terminals, parking structures, landside roadway areas, and airside/AOA locations are required to support active construction oversight, ASR compliance, field coordination, and timely reporting.

This role is ideal for a construction management professional who is comfortable working overnight in an active airport environment, can make sound decisions under pressure, and possesses strong communication, organizational, and field coordination skills suitable for a safety‑sensitive and highly regulated program.
