Job summary

Jacobs is seeking a Construction Inspector for our Water business line to oversee civil infrastructure and utility projects as an Owner's Representative. You will observe, inspect, and document construction to enforce compliance with plans, specifications, and permits.

The role requires 10+ years in civil/MEP inspection, strong communication, and field readiness. Onsite work with potential travel to field sites/offices, compensation includes base salary and benefits.

Qualifications

  • Minimum 10 years of experience inspecting civil and MEP trades on civil infrastructure, structural and building projects.
  • Experience with municipal agencies or utility infrastructure projects on public right of way sites.
  • Experience installing or inspecting large diameter force main installations.
  • Proven ability to collaborate with stakeholders and enforce contract requirements.
  • Ability to work extensively in the field and commute to field sites/offices.

Responsibilities

  • Inspect active work against contract documents to verify compliance and identify deviations.
  • Prepare daily field reports detailing status, activities, manpower and equipment.
  • Maintain records of change orders and field changes on contract documents.
  • Identify non-compliant work and coordinate resolutions with the Project Manager/Owner.
  • Maintain a log of deficiencies and punch list items.
  • Capture photos/videos of pre-construction and major activities; maintain labeled library.
  • Verify quantities and contractor resources; review time and materials.
  • Attend progress meetings and coordinate with stakeholders.
  • Facilitate third-party material testing as required.
  • Monitor erosion control devices weekly and after major rainfall.
  • Prepare pre-construction and post-construction project videos.

Your impact

As a Construction Inspector serving in our Water business line, you’ll have the chance to work on exciting small, mid, and large-scale civil infrastructure & utility projects. Working with other members of the team, you’ll provide construction inspection in an Owner's Agent or 3rd Party construction inspection role. In this role, you will observe, inspect, and document various construction projects as an Owner's Representative to assist enforcing compliance with construction plans, contract specifications, and permit requirements, to document construction progress, and to help proactively resolve issues that arise in the field during construction.

Responsibilities Include But Are Not Limited To
  • Review approved shop drawings, construction plans, and specifications and inspect active work against the approved contract documents to verify compliance, or identify any deviation from approved plans, then elevate to the Project Manager and/or Owner.
  • Prepare a daily field report documenting the status of the work, daily activities (including start and finish dates for CPM activities), manpower, equipment, and other observations
  • Maintain a continuous record of change orders and field changes on a redline set of contract documents.
  • Identify non-compliant/deficient work, elevate to the Project Manager and/or Owner, and coordinate with the contractor through resolution.
  • Maintain a continuous record of construction deficiencies and punch list items
  • Take photographs and videos of pre-construction conditions and major construction activities. Maintain a library of photographs with the date, subject matter, and photo number/file name
  • Verify quantities of work performed, materials used, and adequacy of the contractor’s resources
  • Verify time and materials expense reports from the construction contractor
  • Proactively notify the Project Manager of potential construction problems
  • Attend construction progress and coordination meetings
  • Verify that the contractor’s record drawings are current
  • Review monthly contractor’s progress payment requests
  • Facilitate, attend, and observe 3rd party material testing as required.
  • Monitor the status of erosion control devices on a weekly basis, and after every major rainfall event
  • Prepare a pre-construction and post-construction video of the project site
  • Minimum of 10 years of experience inspecting civil and MEP trades for civil infrastructure, structural and building projects.

  • This role will require extended periods of time spent in the field and the ability to commute daily to field site/office of current assignment.

Here's what you'll need
  • Prefer water/wastewater utility experience but will consider those with experience from other sectors.
  • Experience working in/for municipal agencies or utility infrastructure organizations on public right of way construction project sites.
  • Experience installing or inspecting large diameter force main installations.
  • Certifications through ICC, ACI, or AWS other Special Inspection areas.
  • VDOT Intermediate Workzone Safety training.
  • DEQ E&S Control Inspector’s training

The base salary range for this position is $95,000.00 to $120,000.00; though will be paid hourly based on hours worked. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
