This is a position-specific recruitment.The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. All interested persons will need to re-apply for any future recruitment conducted for this classification.

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. Nature of Work:This position will be assigned to an MDTA construction project as a Construction Inspector on various construction contract operations. The employee in this position will become familiar with standard specifications for construction, understand the duties from the construction manual, and review and understand the contract specifications and plans.Employees in this class may serve as a Project Manager on small-sized construction projects. The duties and responsibilities for this position include, but are not limited to, the following:

  • Act as the primary representative of MDTA to ensure compliance with contract documents by contractors;
  • Closely monitor the contractor’s progress and quality of work;
  • Measure all pay items for proper dimension, volume, and/or area and calculating for final payment;
  • Responsible for all contract records and documents;
  • Review plans, special provisions and specifications that apply to the project;
  • Inspect construction and maintenance projects, conduct roadway, traffic, and pavement marking inspections; and
  • Inspect foundation of traffic signals and streetlights and trench and boring method for conduits and installation of luminaires and signal heads.

Employees will report directly to an Area Engineer within the Division of Construction. The current vacancy is located in Baltimore, MD. However, the employee in this position would support MDTA project needs in various locations throughout the MDTA facilities.

MINIMUM QUALIFICATIONS:

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Three years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning. **One year of this experience must include inspecting medium to large highway construction projects.**

**SELECTIVE QUALIFICATION recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification.**

Notes:

1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

2. Applicants who possess an Associates Degree in Engineering, Construction Management or Surveying or Surveying Technology from an accredited community college, college or university are considered to have met two years of the required experience.

Employees in some positions in this classification may be required to possess a motor vehicle operator's license valid in the State of Maryland. 2. National Institute for Certification in Engineering Technologies (NICET) certification, in-house certifications or state-sponsored, material-testing certification may be required for some positions.

3. Employees in this classification may be required to possess Federal Highway Administration (FHWA) certification for inspection of In-Service Bridges, or have the ability to acquire this certificate within a given time period.

4. Employees in this classification may be required to possess an American Society for Non-Destructive Testing Level I Certification.

5. Employees in this classification may be required to achieve certification in field testing procedures in concrete, soil aggregate and Hot Mix Asphalt within a given time period.

Employees in this classification may be considered "Essential Employees" and may be required to sign and agree to all policies and procedures relating to "Essential Employee" status. Employees in this position may be required to work various shifts and on weekends depending on assignment.

Work conditions vary depending on assignments and are performed in the office or in the field during survey and inspection assignments with exposure to varying weather conditions and rough terrain and requirements for walking, standing, bending, and lifting loads weighing up to 80 pounds. May require working in close proximity with traffic on Maryland highways; requires hand/eye coordination in the efficient operation of computers and other office machines, survey equipment and the like.

Employees in some positions in this classification may be required to travel and be available for work in any part of the State, subject to change of assignment, as work requires.
