Summary/objective

The Construction Inspector serves as the Inspector for Municipal government projects or for private sector clients. The Construction Inspector has technical and field responsibilities.

Technical Duties

The Construction Inspector will provide a range of services based on the needs of clients that include, but are not limited to:

  • Implementing standards and SOPs for all construction inspection and reporting activities.
  • Completing construction inspection data collection activities and preparation of reports and letters.
  • Monitoring projects for compliance with the drawings and specifications that address infrastructure, such as roads, parking areas, culverts, stormwater management facilities, and water and sewage systems.
  • Working in the field at construction sites as a quality assurance representative inspecting construction work.
  • Conducting reviews of CEDARVILLE prepared plans for constructability and clarity.
  • Review and provide recommendations on escrow releases.
  • Perform inspections for complaints or client concerns and provide construction recommendations to address concerns.
  • The construction inspector shall have the ability to act professionally when interacting with residents regarding project concerns and work-related issues.


Client Facing Responsibilities

The Construction Inspector serves as the primary point of contact with clients or contractors for Construction Inspection Services. Responsibilities include:

  • Meeting with Township Officials, private clients, and contractor representatives.
  • Serving as liaison between engineers and contractors.
  • Identification of new business opportunities through developing relationships with clients.
  • Receiving and oversee tracking of all project requests.
  • Preparing and delivering Construction Inspection Reports to clients.


Internal Communications and Coordination

  • Integrate and communicate effectively with Engineering Peers and other Team members.
  • Participate in Team meetings.
  • Keep supervisor and project teams well-informed of status of projects.

Work environment

  • Work is performed mostly in field settings.
  • Considerable outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities.
  • Exposure to both hot and cold environments and potential exposure to loud noises may occur.
  • The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
  • Often works around dust, asphalt and concrete.


Hours Required

Must have the ability to work typical field construction hours, including the ability to be flexible to meet the project changes and requirements.

Physical demands

  • Must be physically capable of moving about on construction sites.
  • While performing the duties of this job, the employee is frequently required to stand and walk, use hands to handle, feel or operate objects, tools or controls, and reach with hands and arms. The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch or crawl, and talk or hear.
  • Operates a motor vehicle to assist in carrying out the business of the department
  • The employee must occasionally lift and/or move up to 50 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus

95% travel required to and from job sites.

Qualifications

  • Valid Pennsylvania driver’s license with an acceptable driving record for the past three years.
  • Knowledge of civil engineering principles, practices and methods; working knowledge of applicable laws, standards and regulations relating to construction, inspection, safety and traffic control; considerable knowledge of public works inspection methods.
  • Considerable skill in reading and interpreting construction drawings, plans and specifications, and contract documents.
  • Ability to prepare, organize and maintain inspection field and office data, reports and systems. Must be able to record data and prepare reports using computers and tablets and must be able to use a variety of software packages to perform this role.
  • Ability to perform required mathematical computations.
  • Ability to effectively communicate complex technical information, orally and in writing, in a professional manner to contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials and the general public.
