Job Description

An Engineering Assistant I-III performs elementary civil engineering work in the investigation, development, construction, and maintenance of public works structures. The primary function of this position is inspection of construction projects and permits. Assignments, instructions, and supervision are exercised by the City Engineer or other employees of the Engineering Department performing professional civil engineering duties.

Essential Job Functions

An Engineering Assistant I-III may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform):

  • Construction inspection, preparation of daily field reports, preparation of pay estimates.
  • Verify that work performed by private contractors conforms to permit stipulations and city specifications for such improvements.
  • Review project specifications and plans for constructability.
  • Field visits to evaluate resident complaints, drainage issues, damage in the right-of-way, and other data as needed by the Engineering Division.
  • Assist in making preliminary field surveys for public improvements related to sewer, water main, pavement, sidewalk, and public buildings.
  • Simple survey methods such as determine elevations, field measurements, and sketches of observed conditions.
  • Gather data for city’s GIS as directed.
  • Perform other work as assigned.
KSA

An Engineering Assistant I-III, upon application, shall have the following qualifications:

Grade I:

Graduation from a standard high school with demonstrated potential to perform inspection and survey party duties.

Grade II:

Graduation from a recognized college or institution with an associate degree in either construction technology or civil technology, supplemented for four (4) or more years of experience in performing surveying, construction supervision, and inspection duties.

Grade III:

Graduation from a recognized college or institution with an associate degree in either construction technology or civil technology, supplemented by six (6) or more years of responsible experience in inspection, survey party duties, civil engineering, drafting, construction supervision, and inspection.

Qualifications For Employment
  • Some knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting. Some knowledge of applicable City policies, laws, and regulations affecting Division activities.
  • Ability to read and interpret engineering plans and understand specifications. Ability to carry out oral and written instructions.
  • Some knowledge of materials and methods of construction of water mains, pavements, sidewalks, and public buildings. Ability to do simple survey work and make field and office engineering computations.
  • Understanding material testing for concrete, asphalt, and density, and ability to interpret test results.
  • Ability to maintain good relationships with fellow employees, contractors, and the general public.
  • Ability to work outdoors in the inspection of various land use developments, construction sites, or public works facilities.
  • Ability to prepare, organize, and maintain engineering field and office data, reports, and systems.
  • Ability to drive to and from work sites (city vehicle provided).
  • Ability to operate Microsoft Office products, including Word and Excel.
  • Working knowledge of computer-aided design and drafting (CAD), and ability to use computer databases. (level III only)
