Job description

Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports, and related structures in accordance with plans and specifications. Acts as a consultant regarding work progress and problem resolution. May serve as the sole inspector on a construction project or assist in overseeing activities for large or complex projects within a district, or conduct statewide inspections for airport improvement projects. Responsible to a licensed professional engineer with full authority over approval of all work. Work involves contact with contractors and may include performing materials tests and manufacturing process inspections at fabrication sites. Employees follow standard practices that do not require frequent supervision of details.

Essential Duties:
Construction Inspector I:
  • Calculates payments due to contractors for completed work.
  • Ensures construction of roadways, bridges, structures, and airport improvements complies with plans and specifications.
  • Monitors project phasing, traffic control, and airport closure plans to ensure safety standards are met. Inspects barricades and traffic control devices.
  • Observes and inspects ongoing construction work.
  • Supports district maintenance personnel in routine inspections.
  • Resolves interpretation issues of plans and specifications.
  • Documents work progress and issues.
  • Performs other responsibilities as assigned.
Construction Inspector II:

In addition to the above:

  • Handles problem calls from various stakeholders.
  • Interprets plans and specifications, negotiating with producers and suppliers as needed.
  • Attends pre-construction meetings and addresses questions from contractors.
  • Performs other responsibilities as assigned.
Construction Inspector III:

In addition to the above:

  • Ensures prompt notification and repair of hazards or damages.
  • Performs engineering-related planning, design, data collection, inspections, assessments, analysis, and review activities.
  • Reviews construction records and inspection reports for compliance.
  • Performs other responsibilities as assigned.
Minimum Qualifications:

Education: High School Diploma or equivalent.

Experience:

  • Construction Inspector I: No experience required.
  • Construction Inspector II: At least 1 year of relevant experience.
  • Construction Inspector III: At least 2 years of relevant experience.

Experience can be substituted by related college education or technical training on a year-for-year basis.

Licenses and Certifications:
  • Valid driver’s license; position requires driving a state vehicle.
  • Safety Impact Certificate, issued at hire.

Construction Inspector I:
  • Reviewing plans and specifications for compliance.
  • Inspection methods and procedures.
  • Industry safety standards and codes.
  • Reading plans, schematics, blueprints, maps.

Construction Inspector II:

Includes all of the above plus:

  • Preparation and review of plans and specifications.
  • Construction policies and traffic management.
    • Knowledge of the Texas Manual on Uniform Traffic Control Devices.
Construction Inspector III:

Includes all of the above plus:

  • Basic roadway design.
  • Negotiation skills.
  • Public relations.
Physical Requirements and Working Conditions:
  • Exposure to extreme temperatures, noise, vibration.
  • Required protective gear.
  • Medium physical effort, including lifting up to 50 lbs.
  • Walking, standing, crouching, visual acuity requirements.
Conditions of Employment:
  • Pre-employment physical and drug testing required.
  • Work on weekends, holidays, and in various weather conditions.
  • Compliance with safety requirements and wearing PPE.
  • Mathematical simulation as part of the interview process.
