Job summary

Actalent is hiring a Resident Field Representative to perform daily field observations and reporting on construction activity in Kapolei, HI. The role supports the contract administration process and liaises with on-site teams and design/project management.

Responsibilities include ensuring compliance with drawings, specs, and permits, maintaining logs, and coordinating with the Contractor, Archaeologist, and Project Manager. On-site duties require mobility and endurance.

Qualifications

  • 3–5 years of field utility, telecommunications, or construction inspection experience.
  • Experience with trenching, plowing, boring, excavation, or cable placement.
  • Familiarity with construction equipment including drill rigs, excavators, hoe hammers, compressors.

Responsibilities

  • Primary field contact and first line of response for questions and issues; coordinate with teams to resolve.
  • Perform daily observation of construction activities and HDD, seaward operations, and manhole work.
  • Maintain daily inspection records, logs, and compliance with drawings, specs, and permits.
  • Observe work for compliance and report findings to project team.
  • Maintain quantity records of installed facilities and document via reporting tools.
  • Review traffic control setups for permit compliance and report discrepancies.
  • Coordinate schedule with Contractor, Archaeologist, and Project Manager.
  • Identify out-of-scope work and liaise with project team on contract requirements.
  • Conduct weekly coordination meetings with Superintendent; document outcomes.
  • Record discrepancies using digital tools; assist with RFIs and field clarifications.
  • Understand basic pricing structures and project testing requirements.
  • Observe environmental requirements and report compliance.
  • Coordinate with inspectors and agencies to facilitate progress.
  • Submit timesheets, expense reports, and photographs to the project team.

Job description

This individual provides observation and reporting on construction projects through daily field observations and daily and weekly reporting of the contractor’s work to ensure compliance with design drawings, specifications, and permits. Basic contract administration duties are also part of this role.

The official title of this role is Resident Field Representative the title is altered for this posting to garner more candidates as these duties fall along the line of a construction inspector.

Essential Functions
  • Serves as the primary field point of contact and first line of response for construction-related questions, issues, and unforeseen conditions. Coordinates with contractors, inspectors, project management, and the design team to facilitate timely resolution and maintain project progress.

  • Performs daily observation of construction activities, including large-rig operations, horizontal directional drilling (HDD), seaward operations, manhole excavation, and smaller directional drilling within public rights-of-way. Maintains familiarity with drilling fluid loss, operating pressure ranges, fluid mixes, and related HDD operations.

  • Maintains daily inspection records and Daily Logs documenting construction activities, time of day, weather conditions, crew members, equipment make and model, visitors, irregularities, corrective actions, and compliance with drawings, specifications, and permits.

  • Observes completed work to verify compliance with project drawings, specifications, and permit requirements and reports findings accordingly.

  • Maintains quantity records of acceptably installed facilities, including pipe, conduit, manholes, and other infrastructure. Documents relevant data and discrepancies using project reporting tools.

  • Observes traffic control setups to verify compliance with applicable permits and documents and reports any discrepancies.

  • Coordinates with the Contractor regarding the schedule of operations as directed by the on-site Archaeologist and Project Manager.

  • Identifies and reports out-of-scope work and coordinates with the appropriate project team. Maintains a thorough understanding of the contract and technical specifications and monitors contractor adherence to project requirements.

  • Conducts weekly coordination meetings with the Contractor’s Superintendent to coordinate crew locations, work hours, traffic control requirements, and upcoming construction activities.

  • Records and documents notable discrepancies using the Company’s digital reporting tools.

  • Acts as an active liaison between field operations and the design/project management team, assisting with RFIs, field questions, design clarifications, and other construction-related issues.

  • Understands basic construction pricing structures, including unit price, lump sum, and time-and-materials work.

  • Understands and monitors testing required by the project specifications and reports compliance. Testing may include manual testing, brushing, cleaning, and other specified procedures. Fiber optic testing is not included within the scope of this position.

  • Understands project environmental requirements and mitigation measures and observes and reports compliance with applicable environmental requirements.

  • Coordinates with inspectors and representatives from agencies having jurisdiction, responds to questions, provides necessary project information, and helps facilitate continued construction progress.

  • Submits accurate timesheets and expense reports to the Project Manager.

  • Photographs construction progress and submits field reports and documentation to the project team.

QualificationsExperience
  • 3–5 years of field utility, telecommunications, or construction inspection experience required.

  • Experience with trenching, plowing, boring, excavation, or cable placement required.

  • Familiarity with construction equipment including drill rigs, excavators, hoe hammers, compressors, and similar equipment.

Skills
  • Ability to interpret and explain plans, specifications, and permit requirements.

  • Ability to establish and maintain effective working relationships with contractors, permitting agency representatives, inspectors, and other project stakeholders.

  • Ability to identify and assist in resolving field conflicts in coordination with the project management and design teams.

  • Strong verbal and written communication skills.

  • Ability to stand for extended periods and walk up to approximately three miles per day.

  • Ability to physically perform field work in varying weather conditions, including hot and cold environments, while handling necessary field equipment.

  • Knowledge and ownership of a smartphone for communication, field documentation, photographs, and reporting.

  • Strong communication skills with a team-oriented, detail-focused, and motivated approach.

  • Ability to utilize field applications for daily reporting, quantity tracking, documentation, and submission of as-built redlines.

  • Must own or have reliable access to a vehicle.

  • Must be local to Kapolei, Oʻahu, Hawaiʻi.

This is a contract position that will last for 9 months starting in late to mid September 2026.

Pay and Benefits

The pay range for this position is $37.50 - $41.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
