Description

Markon is creating a team to provide Construction Management support for the Electronic Health Records Modernization (EHRM) across the Hines Veteran Affairs Medical Centers (VAMC). The team will be located on-site supporting infrastructure upgrades across the medical network through construction management, construction administration and claims services.

The team will provide a wide range of support services related to operations, renovations, and new construction programs supporting non-recurring maintenance, and minor and major project support. Support will include development of Concept Plans, Independent Government Cost Estimates, schedules, and Technical Specifications for each individual project. Assistance will be required for project development through all phases for developing quality solicitation packages for Design-Bid-Build contracts.

Responsibilities

Maintain thorough records of project occurrences, contracts, and construction-related matters.

• Assist the VA in conflict resolution.
• Perform project scheduling.
• Conduct and document regular progress meetings with all relevant stakeholders.
• Review project status, discuss problems, and facilitate issue resolution.
• Provide safety input on the construction phasing plan.
• Ensure the plan is mutually acceptable to construction and facility operations.
• Assist in developing a phasing plan document approved by project management and facilities operations.
• Collaborate with facility staff and project management to assess safety construction requirements.
• Analyze project impact on facility operations, including:

  • Parking

  • Utility shutdowns and relocations

  • Staff and patient access

  • Safety risk analysis

  • Noise, dust, and exhaust fumes

  • ICRA (Infection Control Risk Assessment)

  • PCRA (Pre-Construction Risk Assessment)

Qualifications

• Must be a U.S. Citizen
• Must meet one of the following qualification criteria:

  • Be a Construction Health and Safety Technician (CHST); or

  • Be able to attain CHST certification within 90 days of contract award, with at least three (3) years of construction industry safety program management experience; or

  • Be a Certified Safety Professional (CSP) with at least two (2) years of construction industry safety program management experience; or

  • Hold a Bachelor's degree in safety and health from an accredited university or college, and have three (3) years of construction industry safety program management experience.

  • The CM-CHST shall have completed the OSHA 30-hour Construction Safety class.

  • The CM-CHST shall have completed a specialized formal course in hazard recognition and control associated with high hazard work operations, including:

    • Asbestos

    • Electrical

    • Cranes

    • Demolition

    • Working at heights / Fall protection

    • Fire safety / Life safety

    • Ladder safety

    • Rigging

    • Scaffolds

    • Trenches / Excavations

Salary Range

USD $41.00 - USD $45.00 /Hr.
