Job summary

The New York City Housing Authority (NYCHA) invites applications for the position of Supervisor of Mechanical Installations & Maintenance. You will oversee field inspectors, coordinate with project management, and ensure safety and compliance across complex capital projects in multiple sites.

Qualifications

• Four years of full-time satisfactory experience in the installation, repair and/or inspection of mechanical equipment, with building or facility exposure ≥100,000 sq ft or ≥3 stories.
• College education leading to a bachelor’s degree in engineering may substitute for experience, with at least two years of the required experience.

Responsibilities

• Supervise activities of Construction Field Inspectors; monitor overtime; train and mentor assigned staff.
• Review daily reports from Construction Field Inspectors and ensure proper escalation to the responsible Project Management staff.
• Prepare weekly project status reports and submit to the responsible Project Management staff.
• Perform constructability reviews at various design stages.
• Participate in pre-bid and pre-construction meetings.
• Assist the project management team to provide clear, concise and timely responses to contractor-related matters.
• Visit multiple construction sites to review the status of work; attend job progress meetings as needed.
• Review and recommend action on contractor requests for time extensions.
• Assist with review of documents such as RFIs, shop drawings, material samples, schedule of values; evaluate and recommend validity of potential change orders.
• Review and approve contractor payment requisitions.
• Maintain accurate project records and update project management system.
• Verify daily sign-in sheets and development log book.
• Assist in the preparation of punch lists.
• Maintain familiarity with building codes and regulations.
• Represent NYCHA in filing complaints with police or other agencies as needed.
• Audit CM vendors for compliance with standards; file audit reports and follow up on non-compliances.
• Spot check CM administrative work and elevate non-conformances.

The Division also positions NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents’ quality of life while enhancing building performance and management systems.

The Capital Programs team of A&CM oversees all NYCHA capital projects. Capital Programs is responsible for managing over 500 active construction projects at any given time across the Authority's properties throughout the city. These projects can range from $100,000 to up to $500 million. Regular capital investments are necessary to ensure that NYCHA developments remain in good and livable conditions. These projects include renovations and modernization of apartments, building interiors, systems, exteriors, site security, and grounds.

• Ensure that the Field Inspectors maintain accurate, complete and current project records and update project management system accordingly.
• Ensure that the Field Inspectors verify that the contractor signs the development log book and that the daily sign-in sheets are completed.
• Assist in the preparation of punch lists.
• Maintain familiarity with applicable building codes and governmental regulations.
• Serve as NYCHA’s representative in the filing of complaints with the Police Department or other agencies in the event of unlawful activity on the construction site.
• Audit Construction Management (CM) vendors to ensure compliance with NYCHA construction management standards of practice.
• File CM audit reports, follow up on non-compliances and submit to the responsible Project Management staff.
• Spot check CM administrative work product and elevate non-conformances to the responsible Project Management staff.

Minimum Qualifications

• Four years of full-time satisfactory experience in the installation, repair and/or inspection of mechanical equipment in the areas of heating, ventilation, air conditioning, elevators, and/or plumbing in buildings, facilities, structures and grounds, at least two years of which must have been experience in a building or facility of at least 100,000 square feet or a number of buildings of at least 3 stories each, adding up to a total of at least 100,000 square feet; or
• A satisfactory combination of education and experience that is equivalent to the four years of experience required in "1" above. College education leading to a baccalaureate degree in engineering or engineering technology may be substituted for the required experience in "1" above on the basis of 5 semester credits for two months of experience. However, to qualify candidates must have at least two years of the required experience as described in "1" above in a building or facility of at least 100,000 square feet or a number of buildings of at least 3 stories each, adding up to a total of at least 100,000 square feet.

Preferred Skills

• Experience with progressively responsible assignments in the construction field. - Three (3) years of experience in supervising construction field staff.
• Strong written and verbal communication skills.
• Substantial proficiency in utilizing project management software and Microsoft Office products.
• Strong organizational skills.
• Ability to manage multiple assignments.
• Experience in analyzing and negotiating resolution of construction project disputes.
