Construction Contract Administrator (Lead Worker) – TPM I/II (Austin District)

Join to apply for the Construction Contract Administrator (Lead Worker) – TPM I/II (Austin District) role at Texas Department of Transportation.

This position performs advanced engineering, architectural, construction inspection, or other technical project management work. It provides leadership in all aspects of architectural or engineering construction projects, including planning and controlling project elements. Responsibilities include reviewing and developing project objectives, maintaining project integrity, and ensuring compliance with relevant laws, policies, and procedures. The role involves quality assurance/quality control and requires extensive contact with agency management, governmental officials, and private entities. Typically reports to Section/Staff level managers and serves as a project leader and coordinator, with employees being virtually self-supervising and directly accountable for their work.

Essential Duties:

Responsibilities for a Technical Project Manager I or II include:

  • Leading and coordinating oversight of multiple technical projects.
  • Compiling and distributing project information, status reports, and budget expenditures.
  • Developing and evaluating projects using accepted project management methodologies.
  • Overseeing project assignments, determining work requirements, and scheduling.
  • Providing technical assistance in resolving construction problems related to contract administration.
  • Training professional and technical staff.
  • Working with Federal Highway Administration to ensure regulatory compliance.
Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may substitute education on a year-for-year basis.

Experience:

  • Technical Project Manager I: 5 years of construction project management, project management, process engineering, or business process improvement experience.
  • Technical Project Manager II: 6 years of similar experience.

Experience can be satisfied by full-time or prorated part-time work. College education or technical training may substitute for experience on a year-for-year basis.

Licenses and Certifications: Valid driver’s license (required for driving a state vehicle).

  • Knowledge of relevant laws and regulations.
  • Understanding of project development processes.
  • Project management best practices.
  • Public relations and relationship management.
  • Ability to analyze complex information and develop plans.
  • Performance evaluation skills.
  • Ability to establish project goals and objectives.
Physical Requirements and Working Conditions:
  • Sedentary work with lifting up to 10 lbs.
  • Light work with lifting up to 20 lbs.
  • Prolonged standing, repetitive motions, and close visual acuity.
Conditions of Employment:
  • Pre-employment physical required.
  • Drug testing required prior to employment and randomly during employment.

Note: The department’s drug testing regulation does not recognize medical marijuana as a valid explanation for positive drug tests.

Position Information:

Located in Austin, TX, this role involves advanced technical project management in engineering or architectural projects, with extensive contact with management, officials, and private entities. The department reserves the right to determine the level (I or II) based on experience and skills.

Salary Range:
  • Technical Project Manager I: $65,104 - $106,634 annually
  • Technical Project Manager II: $76,530 - $129,430 annually
