Job summary

Marion County Public Schools is seeking an experienced Building Code Inspector/Plans Examiner to supervise field inspections during construction, alterations, or repairs for code compliance. You will review amendments to documents and act as a liaison with local agencies and contractors.

The role requires a high school diploma, 5+ years of relevant experience, and valid Florida licensure with SREF certification or the ability to obtain within eleven months. Valid driver’s license required.

Qualifications

• Minimum five years of verifiable experience as a building code inspector and/or plans examiner, licensed contractor, graduate architect, or Florida registered architect, electrician, carpenter, plumber, or HVAC mechanic.
• Must be a certified Standard Building Code Inspector in Building/Structural, Mechanical, Electrical, Plumbing, or Fire or obtain certification within eleven months of hire.
• Must possess State Requirements for Educational Facilities (SREF) certification or obtain it within eleven months of hire.
• Must have a valid Florida driver’s license or obtain one within 30 work days.

Responsibilities

• Inspect District construction projects to ensure compliance with Florida Building Code and SREF.
• Review amendments and changes to construction documents for compliance.
• Serve as liaison with local governmental agencies, utilities and contractors.
• Maintain weekly inspection reports for each project and coordinate with clerical staff.
• Certify project completion and coordinate final inspections with Building Official.

DIRECTOR OF FACILITIES, CONSTRUCTION AND MAINTENANCE.

DEPARTMENT POSITION SUMMARY:

This is responsible technical work consisting of field inspections during construction, alterations, or repairs on all types of structures to enforce code compliance. Additional responsibilities include review of amendments and other changes to construction documents. This position shall serve as a liaison with local governmental agencies, utilities and contractors. Work is performed under the guidance of the Building Official.

POSITION QUALIFICATIONS:

• Education: Graduation from a standard high school or an equivalency diploma.
• Experience: Minimum five years of verifiable successful experience either as a commercial building code inspector and/or plans examiner, licensed building contractor, graduate architect, or Florida registered architect., or electrician, carpenter, plumber, or HVAC mechanic.
• Computer Skills: Basic understanding and knowledge of use of current technology, as required for the position. Experience in data entry and Microsoft Suite.
• Certificates and/or Licenses: Must be a certified Standard Building Code Inspector in one of the following classifications: Building/Structural, Mechanical, Electrical, Plumbing, or Fire in accordance with Chapter 468 Part XII of the Florida Statutes or be able to obtain certification as such within eleven months from the date of hire.
• Must have certification in the State Requirements or Educational Facilities (SREF) per Section 453 of the Florida Building Code or be able to obtain certification within eleven months from the date of hire.
• Must possess a valid Florida driver's license or obtain within 30 work days and the ability to drive.

WORKING CONDITIONS: Atmospheric Conditions

- The worker is subject to atmospheric conditions. One or more of the following conditions may affect the respiratory system or the skin: fumes, odors, mists, gases, or poor ventilation.

• Heat: The worker is subject to extreme heat. Temperatures are above 100 degrees for periods of more than one hour.
• Indoors/Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.
• Noise: The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.
• Vibration: The worker is subject to vibration. There is exposure to oscillating movement of the extremities and/or the whole body.

PHYSICAL REQUIREMENTS:

M-Medium Work - Required to push, pull, or lift from 20 to 50 pounds of force occasionally and/or 10 to 25 pounds of force frequently and/or a negligible amount of force constantly to move objects. May be required to wear safety harness work in confined spaces, trenches, and work on scaffolds or ladders.

• Become familiar with all project related construction documents and submittals for compliance with all applicable building codes, State Requirements for Educational Facilities (SREF) design intent of approved construction documents, and other regulatory standards.
• Inspect all of the District's construction projects during the following construction phases as required by Florida Building Code and State Statutes for the applicable license held by the employee. o
• Building/Structural: inspect and review soil compaction or driving of piles for foundation, parking lots, grades, drainage, egress to and from structures; concrete foundations, slabs, walls, tie beams and forms; structural steel framing, bracing and connections; roof structures, sheathing and coverings; and life safety items including means of egress, handrails, stairs, elevators, and hurricane resistance; building finishes.
• Mechanical: inspect all heating, ventilating, air conditioning system including mechanical units, ductwork, piping and life safety items related to mechanical systems; all refrigeration, cooking, gas and electric appliances, boilers/water heaters and chilled water systems.
• Electrical: inspect all electrical distribution systems, sub panels, power feeds, circuits, raceways, wiring, grounding, switches, outlets and devices; all electrical appliances, fixtures and equipment including connections; temporary power; communications systems including fire alarm, intercom, telephone and data.
• Plumbing: inspect all stormwater, waste water, pumps, valves, piping, tanks, connections and fixtures.
• Fire: inspect all elements of any structure dealing with means of emergency egress such as corridors, entry and exit paths including doors and windows, stairs, elevators, and other life safety related elements that are part of the structure; fire notification systems such as fire alarms, smoke and/or heat detectors including duct detectors; fire suppression systems including dry and wet suppression systems; ventilation systems including smoke and fume evacuation systems.
• Enforce all provisions of approved construction documents and applicable codes and standards.
• Maintain a weekly inspection report of each project under construction. File these reports through the assigned clerical staff as part of the permanent project records.
• Monitor the progress of the project and the quality of work for the Facilities Department.
• Certify that construction projects are complete using the required Florida Department of Education forms and/or Building Code Compliance Office forms, and inform the administrator when the building is ready for final inspection. Coordinate the completion and final inspections of projects with the Building Official.
• Maintain certifications through continuing education courses and seminars.
• Perform other duties as assigned.
