Job summary

The City of Oakland seeks a Constitutional Policing Administrator to lead civilian oversight initiatives and strengthen accountability within the Oakland Police Department. This at-will management role will coordinate with the Mayor, City Administrator, and Police leadership to align with constitutional policing standards and NSA guidelines.

Ideal candidates demonstrate reform-minded leadership, robust communication skills, and a commitment to equity and transparency in public safety operations.

Qualifications

• Bachelor’s degree in a field related to law enforcement, public/business administration or equivalent.
• Experience with investigations, audits, policy analysis, and oversight in law enforcement preferred.
• Senior-level management experience desirable and required for executive oversight roles.

Responsibilities

• Lead interdepartmental collaborations on public safety responses.
• Advise Mayor and City Administrator on accountability and best practices.
• Guide Chief of Police and executive team to improve operations and trust.
• Review policies for compliance with laws, settlements, and constitutional standards.
• Monitor investigations, audits, and input on critical incidents.
• Develop recommendations on internal investigations and department policies.
