Job summary

Sierra Resource Conservation District seeks a Program Manager to serve as the NRCS conservation programs liaison, reporting to the District Manager. You will guide program direction consistent with the Board's policies and strategic plan, ensuring successful NRCS-funded conservation services to local producers.

Responsibilities include grant writing, coordinating with staff, supervising project teams, and maintaining compliance with applicable laws and NRCS guidelines.

Qualifications

• Must have NRCS Conservation Planning Role Designation
• Must have supervisory experience
• Must have reliable transportation and valid motor vehicle license
• Knowledge of NRCS field office operations and procedures for partnering with NRCS offices
• Knowledge of agroeconomic, engineering, hydrologic, biology, and forestry concepts for soil and water conservation
• Knowledge of soils properties to interpret land use potential and deficiencies
• Knowledge of NRCS soil and water conservation programs and eligibility for participation and payment provisions
• Knowledge of laws, regulations, and policies governing cost-share assistance programs
• Knowledge of laws, regulations, and policies governing federal contracting procedures
• Knowledge of efficient communications to market soil and water conservation methods

Responsibilities

• Actively seek out and write grant proposals aligned with Board direction
• Act as primary RCD representative to NRCS offices at local, regional, state, and national levels
• Inspect and oversee program projects ensuring budget, schedule, and scope compliance
• Research grants, develop fee-for-service contracts, and foster funding relationships
• Ensure compliance with statutes and government regulations for District operations
• Develop projects with agriculture communities and forest landowners for potential funding
• Identify, train, direct, and supervise Project Managers or Conservation Technicians
• Support and participate in the District's educational and field activities
