Qualifications

Congressional and External Affairs Liaison

Location: Washington, DC Work Arrangement: Primarily onsite with limited situational telework Job Type: Full-time, temporary Anticipated Period: October 26, 2026–March 25, 2027, with possible extension Compensation: $75-$85 per hour Status: Position is contingent upon contract award and government approval of the selected candidate

Position Summary

C Evans Consulting is seeking an experienced Congressional and External Affairs Liaison to suport the Chief of Staff and senior leadership of a small independent federal agency responsible for oversight of complex technical and public-safety matters. The Liaison will serve as a key connection between agency leadership, Congress and external stakeholders. The successful candidate will monitor legislative and congressional activity, coordinate responses to congressional inquiries, prepare senior leaders for hearings and briefings, and translate complex technical and policy information into clear, concise materials for congressional audiences. This position requires sound judgment, strong writing skills, discretion, attention to detail and the ability to operate effectively in a fast-moving federal environment.

Key Responsibilities
  • Support the Chief of Staff with day-to-day congressional and external affairs activities.
  • Develop and maintain professional working relationships with relevant House and Senate committees, Member offices and congressional staff.
  • Monitor and analyze legislation, appropriations measures, authorization bills, committee reports, hearings, markups and other congressional activity affecting the agency.
  • Provide agency leadership with timely summaries, alerts and recommendations concerning relevant congressional developments.
  • Coordinate responses to formal and informal congressional inquiries and requets for information.
  • Work across technical, legal, budget, communications and executive offices to ensure congressional responses are accurate, timely, appropriately cleared and responsive.
  • Draft and audit congressional correspondence, briefing memoranda, talking points, read-aheads, background papers and meeting summaries.
  • Prepare senior officials for congressional meetings, briefings, hearings and other engagements, including anticipated questions and supporting information.
  • Coordinate congressional briefings and meetings, including scheduling, preparation, internal coordination and tracking of follow‑up actions.
  • Support the annual federal budget and appropriations process, including congressional budget briefings, appropriations staff engagement, questions for the record and follow‑up requests.
  • Maintain congressional contact lists, legislative trackers, correspondence records and action‑item databases.
  • Review congressional products for accuracy, consistency, tone and appropriate messaging.
  • Translate complex technical or policy information into concise, understandable materials for nontechnical audiences.
  • Support engagement with federal, state, local and other external stakeholders.
  • Assist with stakeholder briefings, public outreach activities, site‑related engagements and external meetings.
  • Prepare meeting notes and track commitments, assignments and follow‑up actions.
Required Qualifications
  • Bachelor’s degree from an accredited college or university.
  • At least two years of professional experience working on Capitol Hill or substantive experience working directly with Congress on behalf of a federal agency, military organization, congressional or legislative affairs office, or comparable organization.
  • Working knowledge of the congressional legislative, authorization, appropriations and oversight processes.
  • Experience researching or analyzing legislation, committee activity, hearings, report language, congressional correspondence or other congressional actions
  • Demonstrated ability to interact professionally with Members of Congress, congressional staff, senior federal officials and external stakeholders.
  • Strong professional writing and editing skills, including experience preparing briefing materials, memoranda, talking points, congressional correspondence, read‑aheads or other executive‑level products.
  • Ability to synthesize complex technical or policy information into concise materials for congressional and senior leadership audiences.
  • Ability to manage multiple assignments, competing deadlines and rapidly changing priorities.
  • Strong attention to detail, judgment and follow‑through.
  • Ability to handle sensitive, controlled or non‑public information appropriately.
  • Ability to work independently while coordinating effectively across technical, legal, budget, communications and executive offices.
  • Ability to work primarily onsite at the federal agency’s headquarters in downtown Washington, DC
  • Ability to satisfy federal suitability, identity verification, fingerprinting and credentialing requirements.
Preferred Qualifications
  • Experience involving the Department of Energy, National Nuclear Security Administration, Nuclear Regulatory Commission, national laboratories or another science- or technology-focused federal organization.
  • Familiarity with nuclear safety, nuclear security, national security, defense programs, federal oversight or public‑safety matters
  • Experience supporting congressional hearings, testimony preparation, questions for the record or appropriations briefings.
  • Existing professional relationships with relevant congressional committees, Member offices or professional staff.
  • Experience supporting a federal agency Chief of Staff, board, commission or senior executive leadership team.
