Job summary

Modern Technology Solutions, Inc. seeks a Configuration Manager to support PEO C3BM – ABMS – Deployable Systems at Wright Patterson AFB, OH. You will plan, execute and document CM deliverables with government and industry stakeholders.

The role requires TS clearance, strong communication, and MEARS data management experience; up to 20% travel may be required.

Qualifications

  • 10+ years of relevant CM/DM experience with an MS degree or 18+ years with a BS degree.
  • Strong oral and written communication skills with experience presenting at conferences and leading workshops.
  • Experience leading teams in a development environment and interacting with customers.
  • Extensive experience with the use and management of files in MEARS.
  • Extensive knowledge of DoD CM/DM policies, directives, standards and related government requirements.

Responsibilities

  • Provide support for CD-RL preparation and maintenance for RFPs, contracts, and modifications.
  • Maintain configuration status accounting databases reflecting baseline documentation.
  • Support data reviews and assemble data review documentation, minutes, and action items.
  • Assist with Configuration Control Board activities and proposal file maintenance.
  • Provide research, analyses, and briefing support for program offices and government meetings.
  • Review program specifications for formatting, content, and compliance; route requests to government agencies.
  • Support configuration control functions: ECPs, CCPs, RFD/RFW, DRs, service introductions; assess impacts.
  • Assist in selecting and tailoring Data Item Descriptions (DIDs); complete AF Form 585; maintain DID files.

Job description

The Configuration manager will support PEO C3BM – ABMS – Advanced Battle Management Systems – Deployable Systems branch customer at Wright Patterson AFB, OH. The customer organization is responsible for capability development and development planning. The Configuration Manager will work with internal and external stakeholders to plan, execute, assess, and document deliverables for the tactical command and control (C2) systems. The majority of the work will be done in the customer workspace. Some travel is expected (up to 20%).

Responsibilities:
  • Provide support in the preparation and maintenance of Contract Data Requirement List (CDRL) for inclusion in Request for Proposals (RFPs), contracts, and contract modifications; performed using either automated or manual processing systems; provide support to receive, log, track and maintain current status of contract data deliverables; assist with maintaining electronic and manual data management files; and provide associated historical information.
  • Maintain configuration status accounting databases and records to reflect the status of baseline documentation, primarily with MEARS or equivalent.
  • Support data reviews. This support shall include integrating inputs from Program Office/IPT functionals into draft CDRLs, preparing data review documentation, participating in data reviews, drafting data, reviewing minutes, and following up and maintaining statuses of action items.
  • Assist in planning and execution of Configuration Control Board (CCB) Business Management Boards (or their equivalent); assist in maintaining proposal files; and assist in providing historical information.
  • Provide research, analyses, studies, documentation, briefing development, and assistance in briefing delivery as required to support program office or higher-level activities. Participate in Government review/meetings/working groups as applicable and in Government and industry teams for the resolution of complex configuration management issues.
  • Review program-unique specifications to include system specifications, development specifications, and product specifications for both hardware and software, for proper format, content, and compliance with program requirements and appropriate standards; and track the requests through the appropriate Government agencies for responding back to the customer.
  • Support the configuration control function to include receipt, dissemination, processing, tracking, and final disposition of engineering change proposals (ECPs), change control processes (CCPs), Requests for Deviation/Waiver (RFD/RFW), Deficiency Reports (DRs), service introductions; review change proposals for thoroughness, configuration and data management impacts and compliance with Government requirements; make appropriate recommendations for government review and disposition.
  • Assist data users and requesters with the selection and tailoring of Data Item Descriptions (DIDs); preparation of one-time and standard DIDs; and filling out Data Management forms such as CDRL and Contractor Data Requirements Substantiation (AF Form 585); update and maintain data management files and associated DID files.
  • Apply knowledge of distribution statements and Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS) data rights clauses; evaluate change proposals for impacts to data; monitor the delivery and approval of contract technical data.

  • Extensive knowledge of Government policies, directives, standards, handbooks, pamphlets, as well as DoD adopted industry standards relating to CM/DM.
Education Requirements:
  • Master’s degree required with 10 years’ experience
  • Bachelor’s degree with 18 years’ experience in lieu of Master’s
Clearance Requirements:
  • Must possess an active DoD Top Secret Clearance with SCI and SAP eligibility. U.S. Citizenship is required. #LI-DB1
