Job description

GENERAL PURPOSE

Assumes the responsibility for the maintenance of City property and equipment that includes but is not limited to performing skilled concrete finishing work on projects that include sidewalks, curbs, gutters, bridges, and drainage structures; light duty maintenance and construction equipment for public works construction, maintenance and demolition projects; and the operation of other related equipment.

SAFETY SENSITIVE DESIGNATION

This position is designed as a safety sensitive position and is subject to random drug screening.

Essential Duties And Responsibilities
  • Presence in the workplace on a regular basis is required to accomplish the essential functions, regular attendance MUST be maintained.
  • Participates in setting rails and forms and tying structural steel for concrete projects according to specifications on plans or as directed.
  • Directs pouring, spades freshly poured concrete, and screeds surface level with rails or forms.
  • Floats, dusts, trowels, grooves, and edges surfaces as required.
  • Drives dump truck to transport supplies or materials.
  • Operates three or more of the following pieces of light duty equipment: small motor grader, small dozer, backhoe, roller, bush-hog mowers, front-end loader, haul-type truck and/or other light duty construction, maintenance and demolition equipment
  • Operates equipment for the purpose of ditching, leveling, and smoothing to grade on maintenance and construction projects; hauling, dumping, and/or spreading of material
  • Instructs and trains assigned workers on equipment used; regularly services equipment; reports repair needs
  • Makes routine repairs and adjustments on equipment used
  • Performs strenuous manual labor, as necessary
  • Pickup trash/debris and clean up City owned properties.
  • Perform storm cleanup of trees, limbs, etc.
  • Inclement weather preparations.
PERIPHERAL DUTIES

Performs all other functions as assigned by the Superintendent, Assistant Superintendent, Foreman.

Experience
DESIRED MINIMUM QUALIFICATIONS
  • Three (3) years experience in construction work including work in concrete finishing and in the safe and efficient operation of light construction and maintenance equipment
  • Any equivalent combination of education and experience
Necessary Knowledge, Skills, And Abilities
  • Ability to read and write
  • Working knowledge of the hazards and safety precautions common to municipal maintenance and repair activities
  • Working knowledge of the practices, methods, materials and tools used in modern equipment maintenance
  • Ability to set grades with line level

Special Requirements

Possession of a valid Class B Commercial Drivers License (Preferred)

TOOLS AND EQUIPMENT USED

Concrete saw, dump truck, concrete tools and equipment, backhoe, leveling instruments, line level, and transit level. Power and hand tools, equipment for vehicle and mechanical system work; tools required for minor repairs and routine maintenance of motorized vehicles; portable radio; light-duty construction, maintenance, and demolition equipment; survey equipment including blueprints

Work is performed in outdoor settings. Hand-eye coordination is necessary to operate various pieces of equipment.

While performing the duties of this job, the employee frequently works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes, toxic or caustic chemicals. The noise level in the work environment is moderately noisy.

The City of Texarkana, Texas provides three weeks of paid vacation and three weeks of paid sick leave per year as well as 13 paid holidays per year.

Retirement benefits are through the Texas Municipal Retirement System with the City contributing at a rate of 2 to 1 and the employee contributing 7% each paycheck to TMRS. Employees are vested after five years and may retire after either twenty years of service at any age or at age 60 as long as they are vested.

Retirement benefits for the Fire Department are paid through the Firemen's Relief and Pension Fund and employees are eligible to retire after twenty years of employment.

A voluntary 457 deferred compensation program through MissionSquare is also offered to all City employees.

The City of Texarkana, Texas provides health, dental, and vision insurance to its employees at a minimal cost. Life insurance equal to one times your annual salary is offered at no cost to the employee with supplemental life and dependent life insurance also available but is paid by the employee. Insurance becomes effective the first of the month following thirty days of employment.
