American Communications Solutions and By Light Professional IT Services, together as Full Spectrum Operations (FSO) are hiring dedicated and talented IT professionals under the Eastern Western Operational Communications Services (EWOCS) contract. EWOCS provides reliable high-quality communications and innovative IT solutions for the Guardians, Airmen, and Government agencies assigned to Patrick Space Force Base, Cape Canaveral Space Force Station, and Vandenberg Air Force Base. Responsibilities

The COMSEC Manager will be responsible for the following duties:

  • Manage the Delta or installation COMSEC program.
  • Manage SLD 30 COMSEC Office to include all office staff COMSEC Responsible Officers (CRO) and Secure Voice Responsible Officers (SVRO) who perform duties IAW AFMAN 17-1302-O, COMMUNICATIONS SECURITY (COMSEC) OPERATIONS, Paragraph 2.14.1. to serve as focal points for all COMSEC matters and Secure Voice devices.
  • Manage COMSEC requirements IAW AFSSI 7700, EMISSION SECURITY, AFMAN 171302-O, COMMUNICATIONS SECURITY (COMSEC) OPERATIONS Paragraph 4.1., AFSSI 7703, COMMUNICATIONS SECURITY: PROTECTED DISTRIBUTION SYSTEMS, and AFSSI 7702, EMISSION SECURITY COUNTERMEASURES REVIEWS, and report status directly to the COMSEC Manager.
  • Ensure designated CRO provides user-training to their personnel who handle COMSEC material and equipment and who perform COMSEC custodian services.
  • Ensure all COMSEC equipment is accounted for on the Custodian Inventory Report (formerly, CA/CRL).
  • Manage SVRO duties for customers IAW AFMAN 17-1302-O, COMMUNICATIONS SECURITY (COMSEC) OPERATIONS, Paragraph 5.5.
  • Establish the Delta/base main COMSEC account IAW AFMAN 17-1302-O.
  • Assign and appoint qualified Key Management Infrastructure (KMI) Operational Account Manager (KOAM) alternate KOAMs to the COMSEC account. All KOAMs must have required training and permanent clearances prior to assuming duties.
  • Establish controls and issue COMSEC Material to only properly cleared personnel with a legitimate need. Advise recipients of their responsibility for properly safeguarding and controlling COMSEC material in their possession.
  • Establish and conduct a comprehensive user-training program for all CROs and alternates.
  • Oversee the base Cryptographic Access Program (CAP) and provide written local procedures to all unit CAP administrators. Use Cryptographic Management System (CMS) to manage Installation/base’s CAP.
  • Perform a semi-annual self-assessment of both the main account and all local elements.
  • Ensure COMSEC incidents are reported in accordance with Government reporting requirements.
Required Experience/Qualifications
  • Must have 8-12 years experience.
  • Must have a strong understanding of COMSEC accountability as well as knowledge of the procedures required for the issue and receipt of COMSEC equipment and materials to include inventory and mailing.
  • Must be familiar with COMSEC requirements and procedures to include the acquisition, maintenance, operations and disposition of COMSEC equipment.
Preferred Experience/Qualifications
  • CompTIA Security+
Special Requirements/Security Clearance
  • Active TS/SCI Security Clearance.
SALARY RANGE:

Salary Minimum: $78,825
Salary Mid: $126,100
Salary Maximum: $151,320
