GENERAL DESCRIPTION: Provides subject matter expert support for the Wyoming Department of Transportation and Wyoming Highway Patrol. This position also supports multiple and various third-party and custom applications for the agency, including Engineering, Database, Public Safety, and many others. Knowledge of a wide variety of applications, databases, hardware, communication,s and the ability to learn is needed to be able to successfully help WYDOT meet its mission.This position offers:

- Recommend, implement, and enforce policies on regulations according to nationwide standards.
- Consult/advise with contractors/consultants and operations staff about proper methods, techniques to use, and guidelines to follow for solutions and to avoid future problems with data.
- Advanced knowledge is required to complete complex projects that sometimes require computer programming.
- Evaluate purchasing needs and advise management.
- Work with customers to design, develop, and implement new IT systems to improve business processes and have the ability to access desired information from existing databases.
- Assist/train end-users with a variety of software programs/tools to create, manipulate, and produce documents/reports.
- Implement and make recommendations for documentation, storage usage, server access, and database management.
- Ensuring the most current map data and software are available for the department to implement, ensuring interagency continuity.
- Perform analysis and quality assurance on new and existing data to ensure that it meets standards and integrity exists.
- Coordinate with and maintain all internal and/or field agencies, departments, programs and/or outside entities; including the installation, configuration and testing of computer hardware, software, applications, directories, resource services, group/use interfaces, client-server software, diagnostic utilities, workstation protocols, email, user access and security requirements for multi-user local area networks; manage servers, email, TCP/IP, and remote access to the network, etc.
- Train end users on multi-user client-server applications as well as basic software/hardware training.
- Follow up with remote-site (field office) users to determine ongoing needs.
- Maintaining adequate equipment supply levels, documenting external resources, planning, and recommending network changes that meet operational needs.
- Ensure that software licensing requirements are met and are current.
PREFERENCES:** Fingerprint and Background Check required before employment.
** Candidate must be a United States Citizen due to the requirements of the Criminal Justice Information System (CJIS).
KNOWLEDGE:- Subject matter expertise in particular business application concepts, analyses, and tools, and skills in project design, development, and management, integration of geospatial technologies, and end-user support.
- Knowledge of ArcGIS installation, configuration, and ability to modify mapping data for the agency, as needed.
- Basic Knowledge of Linux is a plus
- Basic Server Administration
- Basic Programming knowledge
- Knowledge of application installation and configuration procedures
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Computer Technology)
Experience:
0-2 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Specialist I
OR
Education & ExperienceSubstitution:
3-5 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Specialist I

- Employees would only be eligible for one (1) hiring bonus in a 12-month period.
- If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
