Job summary

MLGW is seeking a Computer Software Specialist 3 to apply advanced IT practices, analyze information requirements, and implement enterprise systems. The role involves designing, configuring, and maintaining systems, applications, and databases to meet project deliverables.

You will collaborate with multiple teams, translate user needs into cost-effective solutions, and stay current with IT changes while working with vendors on hardware/software purchases and implementations.

Qualifications

  • Bachelor's degree in Computer Science, Engineering, Information Systems or Business with a concentration in Information Systems or Math with a concentration in Computer Science, or a Bachelor's with 12+ IT/IS courses plus 4 years of division experience.
  • External candidates must have at least six (6) years of equivalent experience.
  • At least one year as primary support for a system or application with knowledge in Oracle SQL/PL-SQL, OAF, Oracle Forms/Reports, BI Publisher, XML Publisher, Oracle Workflows, Oracle APIs, APPWORX, Data Modeling/extraction, Procedures, Packages, Functions, Triggers, Cursors, Alerts, and Business Events.

Responsibilities

  • Analyze information requirements to determine hardware/software solutions and develop project plans.
  • Maintain and modify enterprise systems, web apps, client-server apps, mainframe, and databases to meet requirements.
  • Collaborate with technical, professional, and managerial staff to translate needs into cost-effective solutions.
  • Provide guidance on software applications and system developments; liaise with vendors on hardware/software purchases and implementations.

Essential Responsibilities

The essential responsibilities of the Computer Software Specialist 3 will report to the Supervisor. Apply advanced-level business and information technology system practices and/ or project management methodology in analyzing information requirements to determine hardware/ software solutions; develop project plans and implement, develop, or maintain enterprise information systems to meet project deliverables. Apply advanced-level business and information technology system practices and/or project management methodology in the performance of the job. Assess, plan, design, develop, configure, execute, install, maintain, or modify, enterprise systems, web applications, client server applications, mainframe, network and/or personal computer operating systems, relational database management systems, utilities, and related software. Analyze/ monitor and troubleshoot system performance; recommend modification of existing/ purchased systems or development of new systems to meet information requirements; develop specifications for problem resolution. Monitor, control, and coordinate new information system developments to ensure maximum utilization and efficiency of software capability and inclusion in long-range strategic planning. Facilitate the investigation of requests for information system studies to determine their merit and recommend acceptance, rejection, or an alternative solution. Confer with technical, professional, and managerial personnel to obtain data and determine information requirements; translate user needs into cost effective solutions. Provide technical guidance and assistance concerning software applications and system developments and operations. Keep abreast of changes within the Information Technology area; serve as MLGW's representative while working with vendors on hardware/ software purchases, implementations, and problem solutions; assist in the development and maintenance of MLGW computer standards and procedures. Operate Division’s vehicle and computer hardware/ software equipment. Perform other duties as directed.

Qualification Requirements
  • Bachelor's degree in Computer Science, Engineering, Information Systems or Business with a concentration in Information Systems or Math with a concentration in Computer Science or Bachelor's degree with a minimum of 12 hours college accredited Information Technology or Information Systems courses plus four (4) years of Division experience in database, computer hardware/software, mainframe, networking, programming, or system analysis skills depending on departmental need.
  • (External candidates must have at least six (6) years of equivalent experience and meet proficiency requirements).
  • Must have at least one (1) year of demonstrated experience as the primary support person for a particular system or application and at least demonstrated knowledge and skills in one (1) or more of the following: Database: Oracle SQL, PL/SQL. Applications Development: Oracle Application Framework (OAF). Oracle Forms and Reports, BI Publisher, XML Publisher, Oracle Workflow, Oracle API's, APPWORX scheduler, Data Modeling and Extraction, Procedures, Packages, Functions, Triggers, Cursors, Alerts, Business Events, and other database objects using SQL and PL/SQL. Application Support: Oracle E-Business Suite applications R12 or higher with major strength in Oracle Time & Labor (OTL), Payroll, Self Service, OLM, Pension, Insurance, HR and Compensation.
  • Must have a valid driver's license from state of residence.
  • Physical Working Conditions: Works inside under good conditions. Subject to sitting for long periods of time at computer terminals, eye fatigue, grasping/reaching for technical manuals/printouts and distinguishing color, and occasional light lifting, bending, stooping/ crouching to load computer equipment, paper and carry materials. Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment.
