environmental compliance and testing operations based out of Dublin, CA. If you’re

Your Mission
As the Compliance Manager, you will oversee all aspects of regulatory compliance
testing, inspections, reporting, and service quality for petroleum storage and dispensing
systems. You will manage field compliance personnel, ensure proper training and
certification, and serve as the primary point of contact for regulatory agencies and key
customers.
Key Responsibilities
- ? Lead and manage daily operations of the Compliance Testing and Inspection team.
- ? Oversee testing, inspections, and monitoring of UST/AST systems, piping, leak detection equipment, sensors, and containment systems.
- ? Ensure full compliance with local, state, and federal regulations, including EPA, state DEQ/DEP, DOH, and fire marshal requirements.
- ? Review and approve detailed compliance reports, test results, corrective action documentation, and regulatory submissions.
- ? Serve as Nwestco’s subject-matter expert on environmental regulations,PEI/API/NFPA standards, and industry best practices.
- ? Identify non-compliant conditions and coordinate repairs with department personnel and possible third-party contractors.
- ? Maintain and audit site-specific compliance logs, permits, and historical documentation.
- ? Ensure all equipment used in compliance testing is properly calibrated,documented, and maintained.
- ? Conduct internal audits to verify consistent and accurate processes across the compliance team.
- ? Train, mentor, and develop compliance technicians; ensure all personnel maintain required licenses and certifications.
- ? Support customer communication by providing expert guidance on UST/AST compliance, repair timelines, regulatory obligations, and risk mitigation.
- ? Lead or participate in safety meetings and enforce protocols related to hazardous materials, confined space, and spill prevention.
- ? Advise leadership on regulatory changes, operational impacts, and process improvements.
What You Bring to the Table
- ? Valid UST 3 license and applicable state/local certifications; ability to obtain UST 1 within 1 year.
- ? Significant experience performing or managing compliance testing, inspections,or environmental compliance programs in the petroleum industry.
- ? Deep familiarity with EPA UST/AST rules, SPCC requirements, leak detection systems, overfill/spill containment, and monitoring equipment.
- ? Hands-on experience with fuel system components including Veeder-Root tank monitors, sensors, sumps, and line leak detection systems.
- ? Strong understanding of compliance testing protocols such as SIR, tank/line tightness testing, cathodic protection evaluation, and vapor recovery performance.
- ? Demonstrated ability to review, and ensure accurate submission to regulatory.
- ? Strong leadership, communication, and team-building abilities.
- ? Ability to manage multiple projects, prioritize workloads, and operate independently.
- ? High level of attention to detail and the ability to identify and resolve compliance deficiencies.
- ? Excellent technical, analytical, and problem-solving skills.
- ? Proficiency with compliance testing equipment and reporting systems.
Before You Leap
- ? Ability to pass pre-employment physical with extensive lifting (up to 75 lb), twisting, pulling,kneeling, and squatting.
- ? Ability to pass pre-employment drug-screening and background check. This position is classified as safety-sensitive, it requires the applicant to pass a comprehensive drug test,including screening for marijuana, as a condition of employment.
- ? Driving Requirement: This position requires regular operation of a Company vehicle.Applicants must be at least 21 years of age, possess a current, valid and unrestricted driver’s license, and have no DUI convictions or driver’s license suspensions or revocations within the past five (5) years. Employment is contingent upon verification of an acceptable motor vehicle record and meeting the Company’s automobile insurance eligibility requirements.
