U.S. Department of Agriculture seeks a Compliance Officer to provide regulatory oversight on possession, use and transfer of biological select agents and toxins.

The selectee will evaluate procedures at regulated entities and ensure reporting and documentation requirements are met. For GS-13, specialized experience is required, including analyzing technical information, evaluating risks, and interpreting complex regulations to enforce compliant actions.

Job description

The selectee serves as a Compliance Officer providing regulatory oversight on the possession, use and transfer of biological select agents and toxins. This position requires a thorough understanding of how to evaluate that proper procedures are in place at regulated entities and that entities comply with reporting and documentation requirements.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:
  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    OR

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

FOR THE GS-13 LEVEL:

Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Verifying the accuracy of technical information provided by others, to evaluate risks, assess compliance with the select agent regulations, and recommend appropriate program actions.
  • Developing recommendations for compliance actions based on agricultural, environmental, and economic consequences of compliance infractions.
  • Utilizing information systems (such as eFSAP or laboratory information management systems), to maintain and analyze data.
  • Interpreting technical information, agency memoranda, regulations, and guidelines to evaluate and implement proposed changes in regulations, mitigations, policies, guidance, and procedures, to assure uniform enforcement.
  • Working in a team to communicate effectively with the regulated community and the public, defend controversial or unpopular decisions, promote the policies of the agency, and establish and maintain effective working relationships.

Note: There is no education substitution for this grade level.
