Job description

Compliance Manager, Distributed and Hybrid Workforce

As a multi-state employer, we must continuously monitor and comply with diverse and evolving federal, state, and local employment laws. This role involves compliance management, policy development, process creation and implementation, and communication across the organization.

State and Local Policy Compliance

· Research and monitor employment laws across all states where our employees work by subscribing to employment law newsletters, attending webinars, joining SHRM, and reviewing state websites.

· Track changes in paid time off (PTO) policies and coordinate PTO code updates with payroll.

· Stay informed on location-specific regulations, including workplace violence prevention, breastfeeding accommodations, electronic monitoring, and office expense reimbursement.

· Compare varying state laws against current HR policies, recommending the most comprehensive approaches.

Policy Development and Implementation

· Identify when policies need creation or revision and draft new policies accordingly.

· Develop supporting workflows and draft communications for broad audiences (HR, payroll, employees).

· Incorporate state-specific policy addenda thoughtfully into company policies.

· Consult with legal counsel when needed to ensure compliance and mitigate risks.

Compliance Throughout the Employee Lifecycle

· Recruitment/Hiring: Ensure an efficient process that incorporates the correct assignments of state-specific job code and FSLA classification requirements.

· Onboarding: Distribute state-required documents and notifications to new hires.

· Relocation: Manage compliance when employees move between states, including notification requirements, PTO balance adjustments, and possible PTO payouts.

· Employee Changes: Inform employees of changes to the time-off policies and applicable state disability or family leave programs.

· Offboarding: Ensure all final pay and offboarding procedures comply with specific state rules.

Hybrid Workforce and Location Management

· Monitor and respond to changing tax regulations for hybrid workers.

· Manage employee location data and reporting through HRIS system (UKG, PeopleNet SuccessFactors), PowerBI, and weekly reports.

· Perform data cleaning and collaborate with the HRIS team to correct tax assignment accuracy based on employee office attendance.

Other Compliance and Policy Duties

· Draft and manage communications for both company-wide and state-specific policy changes, pulling and organizing HRIS data as needed.

· Regularly update HR Guides and intranet content in partnership with local HR teams.

· Manage poster compliance (electronic/physical) and ensure employee acknowledgment where required.

· Analyze legal changes for organizational impact and advise HR leadership on necessary adjustments.

· Oversee annual compliance reporting (e.g., EEO-1, CA Pay Data Reports, VETS-4212) in partnership with third-party vendors.

· Provide timely responses to external audits from government agencies, clients, and third parties

· Review policies and handbooks of acquired companies for integration into existing compliance frameworks.

Required Skills and Experience

· Excellent project management skills, with demonstrated experience managing multiple simultaneous projects and deadlines

· Ability to learn and understand interrelated processes through stakeholder conversations, and utilize change management to adapt team processes

· Exceptional interpersonal and communication skills, strong relationship-building and influencing capabilities with individuals at all levels

· Experience drafting, updating, and implementing HR policies and workflows

· Ability to confidently engage cross-functionally with HRIS and Payroll teams, HR department teams, legal department, and communication teams

Additional Skills and Experience

· SME expertise in multiple HR disciplines and proficient knowledge of HR processes

· Ability to work independently, to establish and communicate timelines and goals based on workload and priority

· Excellent problem-solving skills, with the ability to see hidden problems and look beyond the obvious for answers, using data to make decisions

· Strong organizational and time management skills; multi-tasking and prioritizing, planning work activities efficiently to meet deadlines and high-level goals; managing multiple projects simultaneously

· Passionate about innovative and progressive HR practices and solutions, with a continuous improvement mindset

· Familiarity with US federal, state and local employment laws and regulations a plus

The salary for this role ranges from $75,000- $90,000 based on experience.
