Job description

The purpose of this position is to develop the experience and skills necessary to perform compliance inspections; evaluate intrastate and interstate hazardous materials operators subject to Federal authority; investigate hazardous materials incidents and failures; and represent the Office of Hazardous Materials Safety in matters related to hazardous materials safety before federal, state, and industry authorities.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

GS-07 Qualifications: You must have at least one year of experience at the GS-05 level, including:

• Assisting senior team members in analyzing information to identify safety concerns through research, data collection, interviews, and report development.

OR

Having at least 1 year of graduate-level education or superior academic achievement, such as being in the upper third of your class or having a GPA of 3.0 or higher on a 4.0 scale.

Combination of graduate education and experience is also acceptable if supported by your resume and transcripts.

GS-09 Qualifications: At least one year of experience at the GS-07 level, including:

• Analyzing information to identify safety concerns.
• Interpreting and applying technical requirements in field inspections or investigations.

OR

Two years of graduate education leading to a master's degree or a master's degree or equivalent graduate degree. Combination of education and experience is acceptable if supported by your resume and transcripts.

GS-11 Qualifications: At least one year of experience at the GS-09 level, including:

• Applying transportation principles, compliance and enforcement concepts, and understanding chemical and physical properties of hazardous materials.
• Experience in hazardous materials transportation safety, including various industry operations.

OR

Three years of graduate education leading to a Ph.D. or a Ph.D. or equivalent doctoral degree. Combination of education and experience is acceptable if supported by your resume and transcripts.

GS-12 Qualifications: At least one year of experience at the GS-11 level, including:

• Regulations related to inspections, investigations, and enforcement activities.
• Manufacturing processes and methods in the hazardous materials industry.
• Research and analytical activities for safe transportation of hazardous materials.

Note: Education alone does not qualify for GS-12; experience is required.

Knowledge, Skills, and Abilities (KSAs): Your qualifications will be evaluated based on:

• Technical competence in understanding and evaluating technical information.
• Effective oral communication skills.
• Knowledge of procedures for assessing and monitoring compliance with laws and regulations.

Experience includes paid, unpaid, volunteer work, and service programs. All qualifying experience is credited.
