Job summary

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE GS-14: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes:

  • Experience interpreting and applying U.S. tax treaties to analyze taxpayer requests for relief from double taxation or taxation inconsistent with treaty provisions and advising taxpayers, Internal Revenue Service personnel, treaty partners, or other stakeholders on treaty-related issues;
  • Experience analyzing and interpreting Internal Revenue Code section 482, implementing regulations, and related legal decisions and applying Revenue Procedures 2015-40 and 2015-41 to competent authority and advance pricing agreement matters;
  • Experience analyzing and interpreting U.S. tax treaties, the U.S. Model Income Tax Convention, the Organization for Economic Co-operation and Development (OECD) Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations, and the OECD Model Tax Convention on Income and on Capital to develop positions on transfer-pricing and double-taxation matters; and
  • Experience applying the Internal Revenue Code and implementing regulations to analyze international tax issues arising from tax planning or examinations of multinational enterprises.

AND You must also meet the following requirements:

  • MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have:
    • Graduated from high school or been awarded a certificate equivalent to graduating from high school; or
    • Completed a formal vocational training program; or
    • Received a statement from school authorities agreeing with your preference for employment rather than continuing your education.
