The Confederated Tribes of Siletz Indians (CTSI) is seeking an experienced Compensation & Classification Consultant to conduct a comprehensive compensation, classification, and market wage analysis across a wide range of Tribal Administration positions.
The consultant will evaluate CTSI's existing compensation structure, salary ranges, job classifications, market competitiveness, internal equity, pay compression, and hard-to-fill positions. The consultant will develop practical recommendations and an implementation framework that CTSI Human Resources can maintain and administer independently in the future.
The ideal candidate will have demonstrated experience in compensation consulting, salary market analysis, job evaluation, compensation structure development, and HR consulting. Experience supporting Tribal governments, public-sector organizations, healthcare organizations, or organizations in Oregon/Pacific Northwest is highly desirable.
Review and evaluate CTSI's existing compensation philosophy, salary structure, classification system, salary ranges, and step structure.
Conduct comprehensive market compensation analysis using appropriate benchmark positions and comparable organizations.
Identify appropriate salary survey sources, market benchmarks, and compensation data.
Develop a documented methodology for determining competitive salary ranges.
Recommend appropriate market positioning, such as market median, market-plus/minus methodology, quartile positioning, or another justified approach.
Evaluate positions based on complexity, responsibility, knowledge, skills, abilities, and other compensable factors.
Recommend appropriate placement of positions within the proposed compensation structure.
Analyze current salary ranges against recommended market ranges and identify potential gaps.
Evaluate internal equity, pay compression, employee retention concerns, and hard-to-fill positions.
Provide recommendations regarding market premiums and other compensation adjustments where appropriate.
Analyze healthcare positions using relevant healthcare compensation data, including Indian Health Services and regional market information.
Estimate the financial/cost impact of recommended compensation adjustments.
Develop an implementation plan for executive management and Tribal Council stakeholders.
Develop employee communication recommendations to explain the compensation review and implementation process.
Create documented processes, procedures, and tools that CTSI Human Resources can use to maintain and update the compensation system.
Provide guidance on conducting future market studies for new or materially changed positions.
Clearly document the methodology, data sources, benchmark selections, calculations, assumptions, and rationale supporting recommendations.
Work collaboratively with CTSI HR and designated administrative staff throughout the engagement.
Participate in a compensation demonstration exercise involving selected CTSI positions if required during the selection process.
Review and recommendations for salary levels, ranges, and steps.
Compensation methodology and market benchmark framework.
Market analysis for applicable CTSI positions.

Bachelor's degree in Human Resources, Business Administration, Compensation, Finance, Organizational Development, or a related field; equivalent professional experience may be considered.
Demonstrated professional experience in compensation analysis, salary benchmarking, job evaluation, or compensation consulting.
Experience developing or evaluating salary structures, pay grades, salary ranges, and compensation programs.
Strong knowledge of compensation benchmarking methodologies and market-pricing practices.
Experience analyzing internal equity and pay compression.
Strong analytical and quantitative skills, including the ability to interpret salary survey and labor-market data.
Ability to develop clear, defensible compensation recommendations and supporting documentation.
Strong written and verbal communication skills.
Ability to work independently while collaborating effectively with HR and executive stakeholders.
Strong proficiency with Microsoft Excel and compensation analysis tools.
Experience working with Tribal governments or Native American organizations.
Experience with government/public-sector compensation programs.
Experience with healthcare compensation and Indian Health Services (IHS) data.
Knowledge of Oregon and/or Pacific Northwest labor markets.
Experience conducting compensation studies for organizations with multiple departments and job families.
Experience developing sustainable compensation administration processes for internal HR teams.
Professional certification such as CCP, GRP, SHRM-SCP, SPHR, or equivalent is preferred.
