Boulder County Public Health Department is seeking to hire a Community Substance Use Data and Engagement Specialist. The Community Substance Use Data and Systems Specialist provides coordination, data collection and analysis, evaluation, and community engagement support for substance use prevention initiatives in Boulder County, including the Healthy Futures Coalition (HFC), Elevating Prevention in Colorado (EPIC) project, and the Substance Use Advisory Group (SUAG). This position supports community-driven prevention efforts and helps ensure data-informed decision-making and evaluation across coalition activities. This role leads data collection, evaluation, and supports reporting for the Colorado Department of Public Health and Environment (CDPHE) Elevating Prevention in Colorado (EPIC) grant and grants funding SUAG. The Community Substance Use Data and Engagement Specialist translates qualitative and quantitative survey data and coalition observations into formal assessments, plans, and reports required by CDPHE. They also translate that data back to the community in accessible formats so that residents, youth, and coalition members can lead decisions about prevention strategy, policy change, and quality improvement. Responsibilities include ensuring compliance with grant requirements, analyzing quantitative and qualitative data, and translating findings into clear, accessible information for coalition members, partners, and funders. Funding dependent, this role will also coordinate Boulder County's Community Naloxone Coordination Initiative (CNCI), supporting equitable access to naloxone for community organizations serving people at risk of overdose. Responsibilities may include developing and maintaining CNCI processes, coordinating applications, inventory management, distribution, data tracking, and co-facilitating a CNCI oversight workgroup with the SUAG Facilitator. This position supports strategic implementation by facilitating the Community Based Data Workgroup shared between HFC and SUAG, supporting the Boulder County Overdose Workgroup, and contributing to SUAG workgroups as appropriate. They also lead BCPH’s contributions to the Shared Measurement project in collaboration with the City of Boulder and Community Based Data Workgroup. The Specialist builds and maintains collaborative relationships with community organizations, schools, healthcare providers, and other partners. This position works closely with internal staff and external stakeholders to align data collection and assessment efforts and identify opportunities to leverage shared data for prevention planning. This role requires a self-directed professional who is comfortable working in complex, multi-stakeholder environments and balancing strategic thinking with detailed implementation. The nature of community-based work also requires someone who is highly collaborative with strong interpersonal and communication skills. The ideal candidate can manage multiple priorities, support both planning and operational tasks, and contribute to a collaborative team environment. Due to the nature of working with community, some evening and weekend work will be required.
This is a term limited position with an anticipated end date of December 25, 2027.
This is a full-time, benefitedposition that will work Monday - Friday 9:00am - 5:00pmwith some evening and weekend work required. This position will work out of 3482 Broadway St., Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $63,828.00 - $77,886.00 Annually
Tentative Hiring Timeline:
New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.
