POSITION TITLE: Community Services Supervisor

LOCATION: Oshkosh Human Services

HIRING RANGE: $80,330 - $89,256/Yr.

STATUS: Full-time

HOURS PER WEEK: 40

WORK HOURS: 8am - 4:30pm

DEPARTMENT: Human Services – Behavioral Health Services
PAY BASIS: Salaried
PURPOSE AND SUMMARY:

Provides overall program direction, leadership, and management to drop-in client center. Oversees supportive service programs in community settings.

ESSENTIAL FUNCTIONS:
  • Provides overall direction and clinical leadership of professional and paraprofessional staff. Ensures programing meets consumer needs.
  • Reviews and assigns referrals to the Mental Health Technician team and Peer Support Specialist, conducts assessments to determine program eligibility, consumer needs, and resource response.
  • Organizes, distributes, and delegates work to subordinates fairly and impartially. Provides clear and appropriate direction to employees. Provides training and coaching to subordinates. Ensures that staff has the resources and flexibility to perform, improve, and learn in their jobs. Keeps open communication with subordinates, listens to them, and provides feedback. Positively motivates, mentors, and leads employees. Provides appropriate and timely performance evaluations for all subordinates.
ADDITIONAL ESSENTIAL DUTIES:
  • Acts as county prevention specialist if assigned.
  • Oversees the Psychotherapist in the jail if assigned.
  • Applies for, monitors, and reports on behavioral health focused grants.
  • Provides group, side by side, and individual supervision for the Mental Health Technicians, Peer Support Specialist, and drop in center staff as required by state program certification guidelines.
  • Hires staff in conjunction with the Deputy Division Manager, provides initial and ongoing orientation and training regarding treatment and service principles, and evaluates staff performance.
  • Attends all community meetings related to prevention services.
  • Applies, monitors, and implements State and Federal Substance Use Disorder grants in accordance with grantor requirements.
  • Provides fiscal oversight of program expenses including internal authorizations.
  • Build relationships with other agencies, represent the department on committees, and communicate services to the public. Represents the teams within the County Department of Human Services, with other community agencies, programs, and professionals.
  • Addresses and resolves conflict and manages stress in a professional manner, including actively engaging in professional and personal activities which help mitigate the impact of secondary traumatic stress.
  • Applies Trauma Informed Care principles and practices, with a strong commitment to fostering a positive, healthy work culture.
  • Ensures compliance with DHS 34, DHS 35, DHS 36, DHS 37, DHS 38, DHS 39, DHS 40, DHS 41, DHS 42, DHS 43, DHS 44, DHS 45, DHS 46, DHS 47, DHS 48, DHS 49, DHS 50, DHS 51, DHS 52, DHS 53, DHS 54, DHS 55, DHS 56, DHS 57, DHS 58, DHS 59, DHS 60, DHS 61, DHS 62, DHS 63, DHS 64, DHS 65, DHS 66, DHS 67, DHS 68, DHS 69, DHS 70, DHS 71, DHS 72, DHS 73, DHS 74, DHS 75, DHS 76, DHS 77, DHS 78, DHS 79, DHS 80, DHS 81, DHS 82, DHS 83, DHS 84, DHS 85, DHS 86, DHS 87, DHS 88, DHS 89, DHS 90, DHS 91, DHS 92 Standards and related Medicaid rules, as well as federal, state, and county mandates, codes, regulations, and policies pertaining to community support services.
  • Ensure effective, complaint, and client-centered delivery of services within state/federal guidelines.
  • Ensures consumer confidentiality is maintained at all times.
  • Ensures service provision, evaluation, and auditing of DHS 72 statutes are conducted in accordance to established standards and timelines.
  • Performs other related duties as may be assigned.
WORK RELATIONSHIPS:
  • Reports to Deputy Division Manager – Behavioral Health.
  • Supervises Mental Health Technician, Mental Health Technician Lead, Drop In Center Specialist, and Peer Support Specialist.
REQUIRED EDUCATION, EXPERIENCE, TRAINING, AND CERTIFICATION:
  • Master's degree in Social Work, Community Counseling, Psychology, Nursing, or related human services field.
  • Meet requirements for Licensure in the state of Wisconsin as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT).
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Demonstrates ability to communicate effectively at all levels.
  • Possess strong written and oral skills, excellent organizational skills, and strong leadership skills and problem solving skills
  • Ability to implement decisions and programs in a timely manner
  • Ability to tolerate and maintain focus/concentration with frequent interruptions and perform multiple tasks and functions over a period of time that extends from minutes to hours and frequently weeks at a time.
  • Demonstrated ability to manage funds.
  • Demonstrated ability to supervise professional and paraprofessional staff.
  • Considerable knowledge of mental health and substance use laws and related legal procedures.
  • Demonstrated ability to work effectively with other professionals, consumers and their families, and the public.
  • Knowledge and experience working with networked and integrated computer systems and comfort working in those environments.
  • Ability to use conflict resolution and problem-solving techniques. Ability to effectively address and resolve conflict and to manage stress in a professional manner.
PHYSICAL REQUIREMENTS:
  • Ability to perform most work from a sedentary position in a normal office setting.
  • Ability to use standard office equipment including telephone, computer, printer, photocopier, and scanner.
  • Ability to travel to other County departments and locations.
  • Ability to obtain automobile insurance within the standards of county travel.
