The City of Manteca is seeking a Community Service Officer I who will support police operations and enforce city laws, handle minor emergency responses, and contribute to crime scene investigations. Ideal candidates will possess strong communication skills, the ability to work collaboratively, and experience in clerical or law enforcement roles.

DISTINGUISHING CHARACTERISTICS:
The Community Service Officer I classification provides an opportunity to learn the terminology, processes and operations of Manteca Police Department functions and programs.BASIC FUNCTION:
Under the direction of an assigned supervisor, respond to minor crime and accident scenes, emergency situations and other requests for assistance; assist with the enforcement of parking regulations and other laws and ordinances of the City; provide support to the crime scene investigation process by collecting and preserving evidence, controlling traffic and preparing reports; perform related clerical duties.
ESSENTIAL DUTIES:
Respond to minor crime and accident scenes, emergency situations and other requests for assistance; conduct routine investigations and interview victims and witnesses;prepare accurate and detailed investigative reports; arrange for emergency and law enforcement vehicles as appropriate.
Assist with the enforcement of parking regulations and other laws and ordinances of the City; issue parking citations and arrange for vehicle towing as appropriate; direct and control automobile traffic at crime scenes, special events and other congested locations as necessary.
Provide support to the crime scene investigation process as requested; inspect crime scenes to identify and collect potential and actual evidence; dust for fingerprints; process, tag, document and assure proper storage of crime scene evidence according to established procedures; this may include having to collect or photograph evidence at homicides, autopsies or anyotherscene where required.
Contact outside agencies to compile evidence for investigations; take photographs and videotape crime scenes utilizing cameras and camcorders as directed.
Perform general clerical duties related to assigned activities including sorting and recording citations; maintain various records related to assigned activities; establish and maintain filing systems; process a variety of forms and applications; compose routine correspondence as assigned.
Operate a computer and assigned software to input data, extract information and generate reports; operate other standard office equipment including calculators, copiers and fax machines; drive a vehicle to perform assigned functions; utilize a two-way radio.
Serve court subpoenas to members of the community as requested; check evidence in and out to officers for use in court; testify in court as required.
Communicate with City personnel, outside agencies and the public to exchange information and resolve issues or concerns.
Assist with processing incoming prisoners as directed; fingerprint prisoners and maintain related records.
Administer basic first aid and CPR in response to emergency medical situations as necessary.
Attend training sessions as assigned.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: graduation from high school and one year of experience as a reserve, cadet or related position including one year of clerical experience involving records management.
LICENSES AND OTHER REQUIREMENTS:
Valid California Class C driver’s license.
Valid First Aid and CPR Certification issued by an authorized agency. ***CERTIFICATION MUST BE ATTACHED TO APPLICATION
