City of St. Cloud is seeking a Community Service Officer within the Police Department to handle public safety and legal support work, organize information, and support several divisions. Excellent written and verbal communication skills are essential.

The role may be assigned to Operations, Community Engagement, or Support as needed. Base pay ranges from $54,235 to $72,913 annually, with a starting salary of $54,235.

Responsibilities

  • Receives crime and service reports from the public or in person and documents them per department rules.
  • Directs part-time Community Service Officer Assistants as assigned.
  • Logs, tags, stores and safeguards property and evidence and follows up on disposition of property.
  • Performs parking control activities, checks meters and city streets for violations; issues tickets when observed.
  • Conducts bicycle patrol and park patrol activities; accepts occasional traffic control duties.
  • Receives and routes calls with multiple lines; takes messages; coordinates with other law enforcement via phone and computer terminal.
  • Enters data from crime and service reports into the computer system; files and retrieves records.
  • Maintains records of lost, stolen, or abandoned property in evidence.
  • Assists the public with forms or applications; answers questions or referrals to appropriate agency.
  • Explains public safety programs and conducts crime prevention programs.
  • Checks inventory of property and supplies; delivers vehicles for maintenance; handles internal communications within the department.

Job description

This is a non-sworn position within the Police Department. Work involves communication and public contact activities performing public safety and legal support work, organizing and maintaining information, and performing routine non-emergency duties. Both written and verbal communication skills must be excellent. An individual in this classification may be assigned to the Operations, Community Engagement or Support division at any time.

Key Responsibilities
  • Receives via phone and in person from the general public crime and service reports and documents them according to the rules and regulations of the department;
  • Directs part-time Community Service Officer Assistants as assigned;
  • Logs in, tags, stores, and safeguards property and evidence and follows up on disposition of property;
  • Performs parking control activities, checks meters, parking lots, alleys, and city streets for parking violations and writes tickets for violations when observed;
  • Conducts bicycle patrol and park patrol activities as assigned; occasional traffic control;
  • Receives and routes calls with multiple lines, takes messages from visitors and/or telephone calls and distributes, communicates with other law enforcement agencies via telephone and computer terminal;
  • Enters data from crime reports and service reports into the computer system; files and retrieves records;
  • Maintains records of lost, stolen, or abandoned property in evidence;
  • Assists persons completing forms or applications with standard/routine information, answers questions from the general public such as project status complaints, law interpretation, or referral to appropriate agency;
  • Explains public safety programs, policies, and procedures to the public and conducts crime prevention programs;
  • Checks inventory of property and supplies for the department, delivers vehicles for maintenance and repairs, delivers messages and mail and other forms of communication within the department and/or other departments and divisions of city government;
  • Arranges for notification of officers for court appearances of witnesses, and maintains court calendars for police officers, delivers trial notices;
  • Enters data into the computer system relative to parking ticket tracking for the state statute on towing. Runs daily reports on issued tickets for late fee tracking and processing, Owner information for vehicles, and runs and sends out letters to those persons who have unpaid ticket relative to parking violations;
  • Electronically delivers to the court report information and signs complaints;
  • Greets the public and acquaints them with facility and services provided, answers routine inquiries regarding hours, locations, general procedures, etc.;
  • Coordinates government data practice requests by receiving, processing, redacting, tracking, and responding to requests in accordance with legal requirements and departmental policy.
Schedule

Requires availability for 8-hour work shifts that are typically Monday - Friday between the hours of 7AM to 5 PM. The position is subject to working evenings, weekends, and holidays based upon the needs of the organization.

Base Pay

The Community Service Officer is classified at Range 102 on the AFSCME salary schedule. The full salary range is $54,235 - $72,913 annually, with a starting salary of $54,235, in accordance with the current labor contract. On January 1, 2027, there is a 4.75% general increase to all ranges and steps.
