Community Planner, HIV Planning Council, Bureau of Division Management & Systems Coordination

Join us to apply for the Community Planner, HIV Planning Council, Bureau of Division Management & Systems Coordination role at NYC Department of Health and Mental Hygiene.

The Bureau of Division Management & Systems Coordination (DMSC) oversees administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity activities for the Division. It guides the strategic use of resources to promote innovative and effective policies and programs. The HIV Health and Human Services Planning Council, a federally mandated body staffed through the NYC DOHMH Division of Disease Control/Division of Management and Systems Coordination, is responsible for setting priorities and allocations for funds received under the Ryan White HIV Treatment Extension Act, to support treatment, care, and support for uninsured and under-insured people with HIV.

The Council's mission is to ensure that people living with HIV in the New York grant area have access to and maintain appropriate, quality services across the continuum of care, aiming for the best health and quality of life outcomes.

Key Responsibilities
  • Facilitate the operation of the Planning Council and its committees, coordinating public events and meetings with subject matter experts, HIV service stakeholders, and consumers.
  • Ensure implementation of federal mandates related to HIV service planning and delivery.
  • Develop and follow up on epidemiological and HIV service data requests to inform community planning.
  • Conduct literature reviews for reports and presentations to support community planning efforts.
  • Review and present evaluation data for evidence-based interventions, and publish findings in relevant public health journals.
  • Provide technical assistance and support for community-based participatory research methodologies.
  • Foster partnerships with stakeholders and organizations, applying a health equity lens to all work.
  • Adhere to policies and procedures outlined in the Council's bylaws and MOU.
  • Demonstrate understanding of the Council's planning processes, including needs assessments, service directives, and resource allocation.
  • Respond to program needs, provide periodic work assessments, and contribute creatively to problem-solving.
  • Participate in agency-wide trainings on equity and complete required grant documentation.
Preferred Skills
  • Knowledge of the HIV epidemic, barriers to care, community planning, data analysis, and facilitation skills.
  • Minimum five years' experience in the HIV field.
  • Ability to present data and reports to diverse audiences.
  • Experience engaging diverse Council members and addressing stigma, health inequities, and evidence-based interventions.
