US Army Corps of Engineers' Engineering and Support Center, Huntsville, is seeking a Community Planner to support planning and programming activities at Redstone Arsenal, Alabama. You will work under the Branch Chief, Planning and Programming, and with project managers to shape master planning and area development efforts.
You will apply regulations, resolve planning and encroachment issues, and provide independent judgment on approaches to facility siting and energy conservation projects.

Serves as a Community Planner within Planning and Programming Branch within the ISPM Directorate. The incumbent works under the general supervision of the Branch Chief, Planning and Programming and under the specific guidance of either the Real Property or Master Planning Program Manager. These three individuals assign work in terms of general objectives, highlights areas of special interest to others, and provides relative priorities at the time assignments are made. Incumbent is relied upon to exercise a high degree of initiative and professional judgment in subsequent planning and execution pertaining to the area of assignment. Must be familiar with regulations, policies, and procedures, and be able to adapt them to unusual types of projects, such as, energy conservation, area development planning, project programming, etc. Must independently resolve conflicts in planning and use of existing facilities, disagreements of technical points with Architect-Engineers (A-E), and/or installation engineers, and where greatly modified methods or approaches are involved. Completed work is reviewed for adequacy and overall conformance with policy. Incumbent obtains supervisory guidance on actions that may be of a controversial nature. Normally, this guidance is based upon the facts of the situation and information received from outside sources and suggested alternatives from the incumbent.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
