Job Description

This position is responsible for all social media, community outreach and public relations, as well as planning, coordination and implementation of onsite and offsite adoption events and promotions in promoting the shelter while also facilitating the adoption of animals.

Responsibilities

Department: Animal Control

Pay Grade: 75, Non-Exempt

Starting hourly rate: $23.29

Two (2) to Three(3) years of experience in marketing, graphic design or communications field.

High school diploma or equivalent required. Associates degree from an accredited college or university in Marketing, Graphic Design, Communications or equivalent experience preferred.

Certifications, Licenses:

Must have dependable transportation.

A pre-employment criminal background check is required.

GENERAL POSITION DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. However, they are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

Uses marketing to highlight and market the events, programs, animals, and services of the Animal Control Department

Creates and manages all social media content, social media campaigns, and engagement while adhering to department standards

Explores and implements new campaigns, tools and digital media channels to increase department exposure and drive traffic to social media sites, website, and shelter.

Represents Animal Control at various community and special events

Conducts community outreach in helping educate the public through school events, classroom learning and special events on responsible pet ownership and animal characteristics.

Researches various programs other shelters are implementing to see if viable for Montgomery County.

Plays a key role in promotion of Animal Control initiatives, programs, and events to the community through use of print and online media in concert with the Communications department.

Creates and edits videos, podcasts and other digital media offerings as needed for virtual outreach.

Analyzes social media content to determine the information that draws and engages the public for the purpose of providing the information the public is seeking.

Assists with prompt response to social media postings for the Animal Control Department as well as writing press releases as needed.

Creates content that will drive traffic from social media to the Park and Recreation web site, consistently increases followers and generates engagement.

Demonstrates proficiency in an array of creative tools to create video, image and text-based content.

Identifies key audiences and develop marketing plans to engage the public.

Identifies opportunities to share the stories of Animal Control successes and highlights.

Uses social media, design and video to promote Animal Control activities and services.

Works closely with Animal Control leadership to shape the message of department communications for select projects as assigned

Coordinates the Animal Control community outreach events

Attends committee and leadership meetings as assigned

Exercises vision and creativity in approaches to planning, coordination, and problem solving.

Assists with special projects as directed.

PHILANTHROPIC RESONSIBILITES

Identify, cultivate, and promote funding for current and future initiatives and other areas that will positively impact Montgomery County Animal Care and Control

FISCAL RESPONSIBILITIES

This position has no fiscal responsibilities.

COUNTY ORGANIZATION DUTIES AND RESPONSIBILITIES:

Represents the Department to other County departments, elected officials and outside agencies; coordinate Department activities with those of other departments and outside agencies and organizations.

Provides quality customer service to individuals needing directions or assistance.

SUPERVISORY RELATIONSHIPS

Reports to the Director and Assistant Director

Qualifications

JOB QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Marketing and public relations experience

Community dynamics as it relates to animal welfare and education of pet owners in impacted areas of Montgomery County.

Pertinent Federal, State, and local laws, codes, and regulations.

Current office practices and procedures.

Computer software consistent for this position.

Skill in:

Analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.

Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

Applying judgment and discretion in resolving problems and interpreting policies and regulations.

Ability to:

Perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.

WORK ENVIRONMENT:

Work is performed in a typical indoor and outdoor setting; and is a combination of mobile and sedentary work. The noise level in the work environment is usually moderate to loud. Level of responsibility subjects the incumbent to moderate stress due to interruptions.

PHYSICAL AND MENTAL REQUIREMENTS/ACTIVITIES:

This work requires occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching, or crawling and reaching with hands and arms.

Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.

Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.

Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.

Work requires preparing and analyzing written or computer data and observing general surroundings and activities.

Work is primarily in an office setting.

Use and normal maintenance of office machines, (copier, computer, printer, etc.).

Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.

Ability to recognize occupational hazards in work activities and take safety precautions.

Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
